Vice Chairman of the Provincial People's Committee inspected the subsidence situation on National Highway 16 and the construction progress of irrigation works.

On July 23, Mr. Nguyen Van De - Vice Chairman of the Provincial People's Committee inspected the subsidence situation on National Highway 16 in Que Phong district; inspected and directed the construction of irrigation works in Nghia Dan, Quynh Luu districts and Hoang Mai town. Accompanying him was Mr. Phung Thanh Vinh - Director of the Department of Agriculture and Rural Development.
Focus on measures to ensure people's safety
Since July 15, 2024, National Highway 16 passing through Chau Kim commune, Que Phong district has begun to experience landslides, nearly 50m of the road surface has collapsed to the negative slope with a depth of about 50cm. To fix the problem and temporarily open the route, the Department of Transport has directed the reinforcement and temporary opening of the road to the positive slope.
However, in the following days, the area continued to rain, causing the road surface to continue to sink; currently the depth is nearly 5m. Since July 18, traffic through this landslide section has been blocked and motor vehicles have been diverted to other routes, motorbikes are assisted to go through one vehicle at a time to ensure safety.
In 2021 and 2023, landslides also occurred at this location, however, this is the most serious landslide. The Department of Transport has proposed to the Vietnam Road Administration a plan to reroute or build a hard bridge to ensure long-term stability for this section.
National Highway 16 is the only route from the center of Que Phong district to 5 communes in the southwest of the district and to the communes of My Ly, Huu Khuong, Nhon Mai (Tuong Duong) and to Ky Son district. The landslide that has lasted for more than a week now has seriously affected the travel of people in the area.
Through the actual inspection, comrade Nguyen Van De directed Que Phong district to continue to focus on controlling and ensuring safety at the landslide site; and to have solutions to ensure the lives of people affected by the road closure. After the impact of the storm is over, the Department of Transport and local authorities are requested to coordinate to handle the situation so that motorbikes and cars under 5 tons can temporarily circulate.
The province will work with the Ministry of Transport to soon approve a suitable plan. In the immediate future, the weather is complicated, the locality and functional forces must focus on measures to ensure the safety of local people.

Ensuring construction safety during the rainy and stormy season
In Nghia Dan, Quynh Luu districts and Hoang Mai town, comrade Nguyen Van De and the working delegation inspected the operation and construction of reservoirs and irrigation works in the area.
In Nghia Dan district, he inspected the 19/5 lake with a capacity of 0.7 million m3in Nghia Hoi commune.
According to the report of the management unit, Phu Quy Irrigation Company Limited, the dam body is currently slightly seeping, the upstream slope is collapsing, and the spillway is an earth spillway. Before this year's storm season, the company used a digger to widen the spillway and clear the corridor to increase the flood discharge level. According to Mr. Hoang Tran Lam - Director of the company, the unit is submitting a request for funding to fix the seepage situation of the dam body, reinforce the upstream slope of the dam and the spillway to ensure safety.
In Quynh Luu, the working group inspected the construction of the Khe Lai - Vuc Mau irrigation system (phase 1). The project has a total investment of 627.81 billion VND. Up to now, a number of items have been and are being constructed such as clearing the reservoir bed, blocking the main dam, etc. However, in the implementation, there are still some difficulties and problems, especially in the issue of site clearance.
The Vice Chairman of the Provincial People's Committee also inspected the implementation of the Doi Tuong Reservoir Improvement and Upgrade Project in Quynh Vinh Commune, Hoang Mai Town. The project has an investment capital of 30 billion VND; before this year's rainy season, some items were behind schedule, such as the water intake culvert and the dam's upstream roof.
The investor representative said: If the weather is favorable, the construction of the culvert under the dam will continue, the mud at the foot of the dam will be treated and the upstream slope will be completed. If the weather is unfavorable, the foundation pit of 1/3 of the excavated culvert body will be filled back to ensure safety.
After inspecting and working with contractors and investors, the Vice Chairman of the Provincial People's Committee stated: The Khe Lai - Vuc Mau irrigation system is a key project not only for the province but also for the agricultural sector. Localities and construction units must focus on coordination, completing necessary items, ensuring progress, but at the same time ensuring safety during construction, especially during the rainy and stormy season. Focus on solutions to complete the project before December 30, 2024.
