Vice Chairman of the Provincial People's Committee Le Hong Vinh: Tighten management of traffic construction quality
(Baonghean.vn) - Vice Chairman of the Provincial People's Committee Le Hong Vinh requested the Department of Transport to pay special attention to implementing solutions to improve the quality of traffic works appraisal and apply scientific and technical advances in traffic management.

Completed 11 projects
In 2019, although there were still many difficulties such as obstacles in site clearance work, some projects lacking capital, etc., the Department of Transport made efforts to focus on overcoming difficulties, enlisting the help of the Government, ministries, and central branches, mobilizing and attracting capital sources, coordinating with all levels and sectors to deploy investment in the construction of a number of large, key projects, which are important to the socio-economic development of the province.

In particular, the work of appraisal and quality management of traffic works continues to be strengthened; appraisal quality is increasingly improved, on-site inspection work is given attention and focus, thereby preventing waste and loss, ensuring compliance with the procedures, regulations, regimes and policies of the State.
Conduct appraisal of many large-scale and complex projects such as: Upgrading and expanding National Highway 15A project; Vinh - Cua Lo connecting road; Muong Xen - Ta Do - Khe Kien road, etc. Regularly inspect projects invested by the Department, promptly detect, prevent and handle errors, so that the basic works are of good quality.

The management of traffic infrastructure has been strengthened with many synchronous solutions to improve the efficiency of exploiting the traffic infrastructure system. The total cost of implementing management and maintenance of routes managed by the Department in 2019 was 423.9 billion VND (an increase of 23.7% compared to 2018), including 49 periodic repair projects with a length of 124.4 km.
In 2019, the Road Maintenance Fund received and allocated VND 107.77 billion in support from the central budget to maintain and repair 22 provincial roads and 76 district and commune roads; received and allocated VND 31 billion from local road traffic funding in 2019 to carry out the management and maintenance of provincial roads.
The transport sector has many positive changes in both quality and quantity in management, operation, service and has achieved outstanding results compared to before. Traffic inspections are regularly conducted in all areas of management, especially focusing on existing issues that are of public concern such as: operations of oversized and overloaded vehicles; illegal vehicles...
Road vehicle inspection is carried out on modern equipment, meeting inspection needs and ensuring inspection quality.

The Department has focused on directing the enhancement of the quality of driver training and testing, resolving issues quickly and conveniently for the people; ensuring traffic order and safety; in 2019, reducing the number of cases, deaths and injuries compared to 2018. The total number of projects allocated capital in 2019 is 19 projects invested by the Department, of which: 11 projects have been completed, 8 projects are being implemented. Capital allocated in 2019 to date: 484,224 billion VND (2019 plan is 481,224 billion VND, 2018 plan extended by 3 billion VND); expected by the end of 2019 is 585,624 billion VND (reaching 60% compared to 2018).
The output of investment in construction of transport works invested by the Department in 2019 is estimated at: 350 billion VND (down 31.8% compared to the same period in 2018); disbursement reached: 484,224 billion VND (reaching 100%).
Improve the quality of traffic works
Speaking at the conference, Vice Chairman of the Provincial People's Committee Le Hong Vinh shared the difficulties of the Transport sector in 2019, and acknowledged the efforts to overcome difficulties in capital, site clearance, and weather, achieving results in all fields.

Deploying tasks in the coming time, the Vice Chairman of the Provincial People's Committee requested the Department of Transport to review the local transport planning, aiming towards smart transport.
"The industry needs to specifically implement solutions to improve the quality of traffic project appraisal, apply scientific and technical advances in traffic quality management to evaluate objectively, save time and costs. For some important projects, the industry needs to resolutely appraise right from the beginning, from project appraisal to construction implementation, ensuring the highest quality" - Vice Chairman of the Provincial People's Committee Le Hong Vinh emphasized.
At the same time, the Department needs to strengthen maintenance work, ensure smooth traffic; manage transportation activities, meet people's travel needs, especially during the upcoming Lunar New Year.

At the same time, resolutely clear traffic corridors, improve the quality of driver testing; continue to promote administrative reform, stabilize the organizational structure, and focus on record management.
Comrade Le Hong Vinh noted that the Department needs to strengthen coordination with sectors and localities to speed up the progress of site clearance and resettlement for the North-South Expressway section through Nghe An; coordinate with central agencies to speed up the progress of the project to upgrade and expand Vinh Airport; continue to mobilize capital to synchronously develop transport infrastructure to serve the socio-economic development of the province.
On this occasion, 2 outstanding labor collectives and 16 individuals received Certificates of Merit from the Chairman of the Provincial People's Committee; The Director of the Department of Transport awarded Certificates of Merit to 6 localities with outstanding achievements in rural transport development in 2019.
