Vice Chairman of the Provincial People's Committee Nguyen Van De inspected the response to storm No. 3.
Comrade Nguyen Van De - Vice Chairman of the Provincial People's Committee requested localities to closely monitor forecast information and developments of storm No. 3 to promptly deploy response work according to the motto "four on-site".
On the morning of September 5, a working delegation of the Provincial People's Committee led by Mr. Nguyen Van De - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee inspected the response to storm No. 3 in Tan Ky district and Hoang Mai town. Also present were leaders of the Department of Agriculture and Rural Development, relevant departments and units.

In Tan Ky district, the working group inspected the progress of the summer-autumn rice harvest due to the storm. According to statistics, the whole district has 2,888 hectares of summer-autumn rice, which was sown later than in the lowland areas due to the weather and terrain. As of September 5, the whole district had only harvested 400 hectares, many of which were still green. The district is currently focusing on mobilizing machinery to harvest the areas that can be harvested.

Next, the delegation inspected the landslide at Khe Than stream bank in Nghia Binh commune. The total length of the landslide is more than 600 meters, of which 200 meters are critical, directly affecting 24 households. During the 2023 storm season, Nghia Binh commune organized the evacuation of 10 households to a safe place. Currently, households are being notified to prepare a response plan before storm No. 3 makes landfall.
Comrade Nguyen Van De - Vice Chairman of the Provincial People's Committee requested Tan Ky district to direct localities to implement the motto "green house is better than old field", focusing on mobilizing harvesters to harvest ripe and nearly ripe rice areas before storm No. 3 makes landfall. For green rice areas, proactively develop plans to drain water and save rice in time when storms accompanied by heavy rain can cause widespread flooding.

For the landslide at Khe Than stream bank, local authorities and people need to focus on monitoring weather forecasts, information related to storm No. 3, securing houses, and elevating assets. Be ready to evacuate when the worst happens. In the long term, Tan Ky district and departments and branches need to have solutions to prevent landslides to ensure the safety of people's lives and property.
In Hoang Mai Town, the working group inspected the construction progress of Doi Tuong Dam in Quynh Vinh Commune. This project ensures the safety of the dam in terms of flood prevention and stable water supply for 215 hectares of local production land. The total investment is 30 billion VND. Currently, the upstream dam slope, water intake culvert and flood spillway are under construction.

Vice Chairman of the Provincial People's Committee Nguyen Van De requested the construction unit to speed up the progress, ensure safety for the project, especially urgently fill the land to prevent erosion of the project before the storm and heavy rain hit.
Next, the working group inspected the mooring of boats at Quynh Phuong port. As of noon on September 5, 56 out of 80 boats had taken shelter from the storm at this fishing port.

According to the report, the entire Hoang Mai town currently has 1,069 vessels with 5,982 workers at sea. Up to now, there are 108 vessels and 445 workers operating in the Hoang Sa sea area on the way to Da Nang and Quang Ngai. 185 vessels are operating in the Gulf of Tonkin, of which 22 vessels are operating in the sea area from Da Nang to Quang Tri, 92 vessels are operating in the sea area from Thanh Hoa to Quang Ninh and 71 vessels are operating in the sea area from Nghe An to Quang Binh. In addition, there are 51 vessels operating along the coast in Nghe An.

Comrade Nguyen Van De - Vice Chairman of the Provincial People's Committee requested local authorities, fishing ports, and border guards to organize inspections, counting, proactively informing and guiding vessels and boats still operating at sea to know, not to enter dangerous areas, to return to safe shelters; take measures to ensure safety for vessels at anchorage areas. Prepare rescue forces and means to promptly handle situations with the motto "4 on-site".
