Working with Do Luong district, Vice Chairman of the Provincial People's Committee Phung Thanh Vinh requested the locality to review and propose solutions to handle unfinished works and investment projects when the district level is removed.
On the afternoon of April 4, the Working Group to review, research, and orient the arrangement of administrative units at all levels and the construction of a 2-level local government of the province held a working session in Do Luong district on the orientation of building a 2-level local government model and inspect the implementation of socio-economic development, national defense and security tasks in the first quarter of 2025.

Need to clearly identify social dynamics

At the meeting, the leaders of Do Luong district reported to the provincial working delegation on the plan to arrange commune administrative units based on criteria on area, population and conditions of traffic connection, space and development space, history, culture, living habits, etc.

Regarding the plan for arranging cadres and civil servants when arranging the 2-level government, Do Luong district has also developed a specific and detailed plan, clearly defining the criteria for professional qualifications and age for continued arrangement after the arrangement, at the same time propagating and doing a good job of ideological work, creating a comfortable mentality for cadres and civil servants who will no longer participate in the work. Do Luong district has also reviewed, evaluated, and clearly developed a plan for using public assets.

The leaders of Do Luong district also reported to the provincial working delegation a number of difficulties, requesting the province to pay attention; including a number of unfinished investment projects and works related to sources from land use rights auctions; difficulties in disbursing public investment due to lack of capital from land use fees (from August 2024 to now, no auctions have been made).

The leaders of Do Luong district also requested the province to clearly identify the dynamic communes in the process of arranging and merging communes, creating a boost for growth as well as implementing the province's common political targets and tasks.

Proactively propose solutions to handle unfinished investment projects
After the discussion and suggestions of provincial departments, branches and sectors on the plan to arrange commune-level administrative units as well as issues that need to be proactive when abolishing the district level; Comrade Phung Thanh Vinh - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee, Head of Group No. 5 acknowledged the spirit of determination, high concentration with a scientific and methodical approach in building plans to arrange and merge communes of Do Luong district.

In particular, proactively reviewing the quality of the team and clearly defining the criteria and standards of cadres and civil servants to plan for continued placement; associated with doing a good job of ideological work for cadres and civil servants who do not continue to work. Do Luong district has also reviewed the work to proactively resolve before stopping the district-level government, especially reviewing and handling outstanding debts in basic construction.

Vice Chairman of the Provincial People's Committee Phung Thanh Vinh requested Do Luong district to continue researching and proposing to the province a plan to arrange commune administrative units in areas bordering districts, ensuring reasonable boundaries and common development space of the province.

Proactively review and handle issues when eliminating the district level, strengthen capacity for the commune level; digitize, update, and archive documents when implementing a two-level local government; develop financial plans and proactively propose solutions to handle unfinished works and investment projects when eliminating the district level...

Do Luong district also needs to continue reviewing and developing a project to arrange and assign cadres and civil servants with specific, detailed, objective, and transparent criteria and standards, creating high consensus among cadres, party members, and people.
