Vice Chairman of the Provincial People's Committee sets deadline for site clearance of 72m road in Vinh City
(Baonghean.vn) - By November 30, 2018, Vinh City must hand over the site to the construction unit and ensure construction progress until January 30, 2019 to open the route.
That is the direction of comrade Huynh Thanh Dien - Vice Chairman of the Provincial People's Committee at the working session on the 72m road project from National Highway 1 (Quan Bau intersection) to Xo Viet Nghe Tinh Avenue, Vinh City.
Attending the meeting were representatives of leaders of relevant departments and branches, Vinh City People's Committee, Nghi Phu commune, leaders of the Management Board of Urban Construction and Infrastructure Projects, and Tecco Central Joint Stock Company.
The project to build a road from National Highway 1A (Quan Bau intersection) to Xo Viet Nghe Tinh Avenue (Vinh City) affects both residential and agricultural land of a total of 96 households (57 households in Nghi Phu commune, 39 households in Ha Huy Tap ward).

However, up to now, Vinh City People's Committee has not yet handed over the site to the investor due to some difficulties and problems. Some households at the intersection with Xo Viet Nghe Tinh Street are preventing the investor from constructing.

On the side of Vinh City People's Committee, information: Up to now, 81/96 households have handed over the land, while 15 households (9 households with residential land recovered and 6 households with agricultural land recovered) in Nghi Phu commune have not handed over the land due to problems with compensation, support and resettlement plans. Of which, 5 households have not approved the compensation and support plan and 10 households have approved the compensation and support plan but have not approved the resettlement plan.

The reason explained by the city is that during the settlement process, there are citizen petitions that need to be verified; some households do not agree with the public resettlement land allocation plan and request to be compensated by being allocated land with an area equivalent to the area recovered at the place of departure (land for land).
For 04 households using agricultural land, the compensation plan for land acquisition and clearance was approved on August 20, 2015, but the households have not agreed to receive money and land acquisition. The households request that if the resettlement land is handed over satisfactorily, the agricultural land will be handed over. The City People's Committee has not yet carried out the compulsory land acquisition procedure for these cases because it is waiting for the resettlement issue to be resolved. If the households still do not agree to hand over the land, then the compulsory land acquisition will be carried out....

After listening to the opinions of relevant departments, branches and localities, concluding the working session, Vice Chairman of the Provincial People's Committee Huynh Thanh Dien criticized Vinh City People's Committee in the site clearance work. The inspection showed that the site clearance progress of the 72m road project, the section from National Highway 1 (Quan Bau intersection) to Xo Viet Nghe Tinh Avenue was behind schedule despite the city's many commitments to the Provincial People's Committee. The Vice Chairman of the Provincial People's Committee requested the City People's Committee to learn from experience and make adjustments to better implement. At the same time, focus on directing the entire political system to continue to propagate and mobilize people, review difficulties and obstacles to have timely directions to resolve them.
The Vice Chairman of the Provincial People's Committee requested the city to coordinate with the investor and construction unit to develop a land acquisition plan and send it to the province before October 10, 2018. The compensation for land acquisition must comply with the law and the legitimate interests of the people.
For resettled people, in addition to propaganda and mobilization, it is necessary to implement the regime, policies and support regimes in accordance with regulations to ensure the progress of site handover. For cases where the regime is in accordance with regulations but still not complied, construction protection must be carried out. For problems beyond the authority, the city is requested to review and propose, submit to the Provincial People's Committee for consideration and resolution before October 5, 2018.
Vice Chairman of the Provincial People's Committee Huynh Thanh Dien requested relevant sectors to focus on guiding and supporting Vinh city to remove difficulties and obstacles, ensuring that the site is handed over to the construction unit by November 30, 2018 and the construction progress is guaranteed by January 30, 2019 to open the route.
