Deputy Director of the Vehicle Registration Department: 'We are not all bad, there are still good examples'

Mr. An said that the Department is focusing on reviewing the errors, shortcomings and inadequacies to overcome them. The recent events at the vehicle inspection agency (arrest of 3 officers of the Department of Motor Vehicle Inspection, Director of the Department of Vehicle Inspection - PV) as well as the opinions from public opinion are "storms, tsunamis" that leave deep and painful consequences.

“With decades of achievements and the efforts of many generations almost collapsing, we have the responsibility to rebuild,” said Mr. An.

The Deputy Director of the Vietnam Register hopes that in this reconstruction process, there will be the accompaniment and assistance of press and media agencies with the goal of being good for the registration sector but the ultimate goal is to serve the people better.

“If the vehicle inspection is wrong, it must be corrected. Whoever is at fault must be held accountable, but we cannot level the scales. In reality, there are still many individuals and groups in the vehicle inspection field who do well. These individuals and groups are also very hurt, heartbroken, and traumatized.

Previously, anyone who worked in vehicle inspection was a source of pride. This was the agency with the highest intellectual content, a pioneer in the field of reform and application of advances in science and technology.

In 2000, the Registry was one of the first state management agencies to apply information technology in management work. What happened recently was truly heartbreaking and painful. Many inspectors were working in an unstable state, affecting efficiency, results, and productivity of work,” said Mr. An.

The Deputy Director of the Vietnam Register said he had never seen people queuing up to wait for registration like this. People had wasted too much effort, time, confusion and worry.

“Those working in the vehicle inspection field sympathize with the people about this. We are currently working hard, often working overtime, working on shifts, and even on holidays.

As a management agency, we encourage and urge that our number one task is to serve businesses and people in the best possible way. But human resources are limited. The solutions proposed in the recent past are temporary,” Mr. An expressed.

According to Mr. An, to overcome the recent shortcomings, the Registry Department immediately reviewed the legal document system. For now, the first inspection will be exempted for newly assembled vehicles after listening to public opinion.

Currently, the Vietnam Register is urgently completing this document for implementation. In addition, this unit is also promoting research to plug current loopholes, including regulations on qualifications of the director of the registration unit.

“In the past, no one anticipated the situation that would arise because it was based on the Enterprise Law. The recent past has shown the shortcomings in this matter. No matter what people say, we are the ones to blame, we will be responsible for reviewing it,” Mr. An expressed.

As Deputy Director, Mr. An pledged to work with his colleagues to do their best "even though we don't know when we can regain the people's trust."
