Prime Minister Pham Minh Chinh has just signedDecision No. 812/QD-TTg dated April 24, 2025 on the establishment of the Policy Advisory Councilwith 13 members, with former Deputy Minister of Industry and Trade Tran Quoc Khanh as Standing Member of the Council.
The Council is an advisory organization with the function of researching, consulting and recommending to the Prime Minister in the management, direction and operation of socio-economic development.
The Council's mission is to research and advise the Prime Minister on strategies, plans, projects, and policies for medium- and long-term socio-economic development; and annual socio-economic development plans.

Analyze, forecast, and evaluate the situation and results of implementing socio-economic development plans, strategies, projects, and economic development policies; on that basis, advise and recommend to the Prime Minister measures and solutions to improve implementation efficiency or propose amendments and supplements to mechanisms and policies to achieve the set goals.
At the same time, advise and recommend to the Prime Minister solutions and measures to promptly respond to unusual fluctuations in the domestic and international socio-economic situation.
Along with that, giving opinions on major socio-economic reports and projects of the Government and the Prime Minister submitted to the Central Executive Committee, the Politburo, the Secretariat, the National Assembly, and the National Assembly Standing Committee under the direction of the Prime Minister.

The Council proactively works with ministries, branches, localities, agencies, institutes, and research centers; requests ministries, branches, localities, agencies, institutes, and research centers to provide documents, materials, and data information; is regularly provided by the Government Office with documents, materials, and data information related to the performance of the Council's functions and tasks.
In addition, the Council is consulted by consultants and collaborators who are domestic and international scientists and economists, Vietnamese people residing abroad; working or retired managers, domestic and international research agencies to perform the functions and tasks of the Council; is invited to attend conferences, meetings, working delegations of the Government, the Government Standing Committee, and the Prime Minister with content related to the performance of the functions and tasks of the Council.
Among the 13 members of the Prime Minister's Policy Advisory Council, Associate Professor Dr. Tran Dinh Thien and Dr. Nguyen Si Dung are both experienced experts in their fields.
Associate Professor, Dr. Tran Dinh Thien, born in 1958 in Quynh Lap Commune, Hoang Mai Town, Nghe An Province, is the former Director of the Vietnam Economic Institute. He has participated in the Prime Minister's Economic Advisory Group many times and made important contributions to the process of drafting Party Congress documents.
Dr. Nguyen Si Dung, born in 1955 in Thanh Chuong district, Nghe An province, is the former Deputy Head of the National Assembly Office. He is known as an expert on political science issues and was a member of the Prime Minister's Advisory Group during the 2011-2016 term.
