Deputy Prime Minister directs temporary purchase of salt for 2016 crop year

On June 16, 2016, the Government Office issued Official Dispatch No. 4867/VPCP-KTTH to the Ministries of Agriculture and Rural Development, Planning and Investment, Industry and Trade, Finance; the State Bank of Vietnam and the Northern Food Corporation conveying the direction of Deputy Prime Minister Vuong Dinh Hue on the temporary purchase of salt for the 2016 crop year.

In particular, Deputy Prime Minister Vuong Dinh Hue requested the Ministry of Agriculture and Rural Development to direct the Northern Food Corporation to carry out the task of temporarily purchasing salt for the 2016 crop from salt farmers, ensuring that the temporary purchase takes into account the salt output of each locality and prioritizes temporary purchase in localities with large salt inventories.

Northern Food Corporation uses state capital at the parent company (including the balance of the Financial Reserve Fund as of December 31, 2013) to carry out the task of purchasing and temporarily storing salt for the 2016 crop year. Northern Food Corporation can directly purchase or assign the task to a member enterprise, a single-member limited liability company with the function of trading salt, to carry out the task of temporarily storing salt from the above-mentioned state capital.

The purchase of temporary salt reserves is carried out according to market mechanisms and ensures the goal of stabilizing salt prices on the market, helping producers consume salt at profitable prices. The Northern Food Corporation is responsible for consumption, business efficiency and is responsible for returning state capital used for circulation reserve purposes after consuming the temporarily stored salt.

In the process of implementation, if there are any difficulties or problems, promptly report to the Ministry of Agriculture and Rural Development for consideration and resolution; in case of exceeding authority, report to the Prime Minister.

The Ministry of Industry and Trade shall coordinate with the Ministry of Agriculture and Rural Development and the People's Committees of provinces and centrally-run cities that produce salt to inspect and supervise the implementation of temporary salt storage; direct chemical production enterprises to prioritize the use of domestically produced salt if it meets the quality requirements for chemical production and the price is not too high compared to imported salt.
