Deputy Prime Minister: '2016 went through violent tremors'
Eliminating negativity in the mechanism of asking - giving, approving - granting; preventing and repelling corruption, group interests, "front yard", "back yard"; resolutely screening, resigning, and dismissing weak and low-trust civil servants... are solutions that the Government plans to apply when implementing Resolution 4 of the Central Committee on strengthening Party rectification.

These contents were proposed by Minister of Home Affairs Le Vinh Tan when assigned to draft the Resolution promulgating the Government's Action Program to implement the Resolution of the 4th Conference of the 12th Party Central Committee on strengthening Party building and rectification; preventing and repelling ideological, political, moral, and lifestyle degradation, and manifestations of "self-evolution" and "self-transformation" within the Party.
The draft Resolution was presented by Minister Le Vinh Tan at the online Government meeting with localities today, December 28.
The draft sets out 8 tasks and solutions that need to be focused on, while noting that ministries, branches and localities should review and perfect legal regulations on management, administration and control of the exercise of power to ensure publicity and transparency, contributing to eliminating negativity in the request-grant, approval-grant mechanism.
The regulations aim to prevent and repel corruption, group interests, "front yard", "back yard", profiteering in management, use of budget, public assets, divestment, equitization of state-owned enterprises, investment capital, land, resources, minerals, finance, banking, tax, customs, management and use of payroll.
The Government will also strengthen the effectiveness of anti-money laundering work.
The Minister of Home Affairs also mentioned the solution of resolutely rearranging the apparatus, promoting socialization, streamlining the payroll, restructuring the staff, civil servants, and public employees associated with reforming the public service regime; synchronously implementing state administrative reform, focusing on reviewing and eliminating cumbersome administrative procedures that are no longer appropriate, causing difficulties and obstacles related to the implementation of rights and obligations of organizations, individuals, and enterprises. Practicing thrift, fighting waste, preventing loss of capital and assets of the State...
In addition, the Government is determined to overcome the unreasonable issues in personnel work such as assignment, management decentralization, appointment process... the situation of being picky about positions and titles. Resolutely screen, dismiss, replace, and allow resignation of ineffective officials, those who do not complete their tasks, are weak in capacity, have poor moral qualities, and have low credibility without waiting for the end of their term or working age, especially managers and leaders at all levels.
To prevent degradation and rectify cadres and Party members, the Government plans to continue to innovate salary policies for cadres, civil servants and public employees. Develop and implement housing policies for cadres and civil servants.

In the last meeting of 2016, the Government will also consider the draft Resolution on tasks and solutions to implement the socio-economic development plan and budget estimate for 2017. Presenting a report on this draft Resolution, Deputy Prime Minister Vuong Dinh Hue noted that it is necessary to closely monitor developments and update the situation of major economic partners in order to have appropriate policy responses.

The Deputy Prime Minister stated the three most important targets for next year are GDP growth of 6.7%, average inflation of 4% and the budget must be guaranteed for both central and local levels.
The Deputy Prime Minister said that in 2017, the total amount of government bonds issued is expected to be 250,000 billion, a decrease of 30,000 billion compared to this year. The structure of government bonds has changed positively when capital from banks has decreased, other financial institutions have increased, and the maturity has increased.
Accordingly, budget management needs to be proactive and tight, minimizing the issuance of policies to reduce revenue, except for international commitments, and limiting the issuance of policies to increase expenditure except in special cases. Saving budget spending is a national policy, strengthening discipline, budget discipline, revenue in the economy, spending within capacity, borrowing within ability to repay debt.
In implementing the group of administrative reform solutions, the draft Resolution emphasizes the requirement that ministries, branches and localities must strictly implement and strengthen discipline, improve efficiency in preventing corruption and waste; focus on handling major and serious corruption cases...
“Our weakest link is implementation, so this time the Resolution is very detailed. In January 2017, ministries, branches and localities must issue action plans with specific units and agencies in charge. Regularly check and monitor the progress of the implementation of the proposed plan, proactively handle or propose to superiors to promptly handle arising issues,” said the Deputy Prime Minister.
