Deputy Prime Minister: Actively take care so that "no one does not have Tet"

(Baonghean.vn) - The Ministry of Labor, Invalids and Social Affairs will coordinate well with social organizations and units to take care of Tet for the poor and policy families so that "no one does not have Tet".

On the morning of January 18, the Ministry of Labor, Invalids and Social Affairs held a national online conference on implementing tasks in 2019.

The conference was chaired by Comrade Vu Duc Dam - Member of the Party Central Committee, Deputy Prime Minister. The conference was attended by representatives of relevant ministries, branches and 64 connecting points in 64 provinces and cities across the country.

According to the report at the conference, in 2018, state management continued to be strengthened and maintained well in all areas of the industry.

The targets and tasks of the industry have all been achieved and exceeded the set plan. In particular, vocational education has been strongly innovated with many breakthrough solutions; vocational training has been linked with the labor market; the number of Vietnamese workers working abroad has reached a record of 142,800 people.

Social security is ensured, the lives of people with meritorious services and social policy beneficiaries are improved and gradually raised; poverty reduction work is more substantial with practical activities, ensuring "no one is left behind". According to preliminary results by the end of 2018, the average poverty rate of the whole country decreased by about 5.35% (down 1.35% compared to the end of 2017).

Last year, many localities officially put into operation the Electronic Information Portal on martyrs, martyrs' graves, and martyrs' cemeteries to provide information to serve families of policy beneficiaries and those who need to look up information about martyrs.

The Ministry of Labor, Invalids and Social Affairs continues to coordinate with the Ministry of Construction to implement housing support for people with revolutionary contributions. To date, localities have completed support for 57,896 households on schedule.

It is estimated that by the end of 2018, 99% of households with meritorious people will have a standard of living equal to or higher than the average of the people in their place of residence.

Last year, Nghe An province created jobs for more than 37,500 workers, reaching 100.1% of the plan, of which more than 13,600 workers were exported, reaching 100.5% of the plan.

It is estimated that by the end of 2018, the poverty rate in the province will decrease to 5.54%; there are still 9,500 extremely poor households in the area. Strive to reduce the poverty rate to 4% by the end of 2019;The management and payment of benefits for people with revolutionary contributions were complete and timely, with an amount of nearly 122.68 billion VND/month for more than 75,000 people with revolutionary contributions. 18,844 policy households were supported to build and repair houses according to Decision 22/2013/QD-TTg of the Prime Minister.

However, the conference also agreed with the shortcomings that occur in most localities such as the limited connection between labor supply and demand; the quality and effectiveness of training of many vocational training institutions still do not meet requirements. There are still violations of regulations on salary policies, social insurance, unemployment insurance, occupational safety and hygiene; fraudulent acts to enjoy benefits, profiteering from social insurance, unemployment insurance, occupational accident insurance, etc.

Poverty reduction results are not really sustainable, the average rate of re-poverty is 5.1%/year. There are still cases of falsifying records of meritorious people, taking advantage of preferential policies for meritorious people, causing negative public opinion in society.

Concluding the conference, Deputy Prime Minister Vu Duc Dam requested ministries and branches to continue to focus on directing implementation and strive to comprehensively complete the targets and tasks of 2019.

In particular, focusing on implementing solutions to develop and innovate vocational education associated with improving the quality of human resources, especially high-quality human resources, contributing to improving national competitiveness. "Because currently the quality of Vietnam's human resources still does not meet the needs of the labor market. Therefore, the Ministry and branches need to improve the quality of vocational training; well connect supply and demand in the labor market" - said the Deputy Prime Minister.

In addition, child protection needs to be given attention and promoted. “The reality is that only 34 provinces and cities have a Steering Committee on child protection. If any province does not have a Steering Committee within the next month, the Ministry of Labor, Invalids and Social Affairs is required to report to the Prime Minister for criticism,” said the Deputy Prime Minister.

In addition, ministries and branches need to strengthen the effective organization, timely and adequate provision of regular and ad hoc support policies for vulnerable groups in society; and focus on caring for and supporting people with meritorious services, the elderly, and people with disabilities.

The Deputy Prime Minister hopes that the Ministry and branches will coordinate well with units and social organizations to take care of Tet for the poor and policy families so that "no one will not have Tet".
