Deputy Prime Minister: Continue to implement solutions to increase the coverage rate of social insurance, unemployment insurance, and health insurance

Efforts to overcome difficulties

Speaking at the conference, comrade Nguyen The Manh - General Director of Vietnam Social Security said that in 2021, the complicated developments ofCovid-19 pandemichas greatly impacted the implementation of the goals of the Vietnam Social Insurance industry.

In that situation, the industry has always been proactive, closely following the Resolutions of the Party, the National Assembly, and the Government; closely coordinating with ministries, branches, and localities to flexibly deploy many solutions, successfully completing assigned tasks; promptly supporting and removing difficulties, ensuring the best service for the interests of businesses and people.

Since then, some outstanding results have been achieved such as in participating in building and disseminating policies and laws; resolving payment of regimes,social insurance policy, Social insurance, health insurance; financial management, fund investment; administrative reform; digital transformation and staff organization; international cooperation. Notably, the work of developing participants in social insurance, health insurance, and unemployment insurance has achieved positive results.

As of December 31, 2021, the revenue and participants of social insurance, unemployment insurance, and health insurance continued to grow compared to the end of 2020. Specifically: Social insurance participation reached 16.547 million people (up 2.2%); Voluntary social insurance 1.45 million people (up 28.9%), reaching 2.96% of the working-age labor force including farmers and informal sector workers (exceeding the assigned target by 1.96%).

Nearly 13.4 million people participated in unemployment insurance (up 0.4%); more than 88.837 million people participated in health insurance (up 0.9%), reaching a coverage rate of 91.01% of the population. Total revenue from social insurance, unemployment insurance, and health insurance was more than 395,472 billion VND (up 0.6%)...

Also in 2021, Social Insurance haspayFully and promptly for 3.3 million people receiving monthly pensions and social insurance benefits with nearly 15,000 payment points to the commune level; over 738,000 people receiving unemployment benefits; over 7.8 million people receiving sickness, maternity, and health recovery benefits; 125.96 million people receiving health insurance. Total expenditure on social insurance, unemployment insurance, and health insurance is 339,115 billion VND.

Implement solutions to increase coverage rate

Implementing key tasks in 2022, Vietnam Social Security determined to focus on promotingdigital transformation, maximize resources, proactively coordinate closely with ministries, branches and localities. Strengthen decentralization, delegation of responsibilities; unify leadership viewpoints"Taking people and businesses as the main subject and center of service" according to the motto "Solidarity, discipline, responsibility, creativity, flexibility, efficiency".

The goal is to strive to complete specific targets: Social insurance participation reaches about 37-38% of the working-age workforce; Unemployment insurance participation reaches about 31% of the working-age workforce; Health insurance participation reaches a coverage rate of 92% of the population...

At the Conference, delegates at the connecting points expressed their opinions on a number of issues aimed at improving the effectiveness of social insurance work such as promoting the digital transformation process; strengthening propaganda work,policy dissemination, social insurance law; solutions to increase social insurance coverage rate for localities; develop and expand social insurance participants...

In his speech, Deputy Prime Minister Le Minh Khai acknowledged and highly appreciated the efforts and adaptability in the context of the complicated pandemic and the achievements of the social insurance sector in 2021, especially in ensuring social security and digital transformation. This includes timely support for workers affected by the Covid-19 pandemic and the development of convenient software, creating favorable conditions, saving time and costs.

To continue promoting the achieved results, comradeDeputy Prime MinisterNote to the social insurance sector some issues that need to be implemented in the coming time. First of all, it is necessary to follow more closely the Party's policies and the State's policies to propose specific targets and solutions. Continue to implement solutions to increase the coverage rate of social insurance, unemployment insurance, health insurance and support workers in difficulty; strengthen inspection and examination, promptly detect and handle violations, especially social insurance profiteering. Manage the social insurance fund safely and effectively, contributing to stabilizing the macro economy; promote administrative reform and digital transformation; improve and innovate propaganda work and build a team of competent and ethical cadres and civil servants, ensuring effective and efficient operations.

On this occasion, the Vietnam Social Insurance industry was awarded by the President.Labor MedalThird Class and 04 affiliated collectives and individuals were awarded the First, Second and Third Class Labor Medals for their outstanding achievements during their operations.

Also on this occasion, on behalf of the leaders of the Vietnam Social Security sector, comrade Le Hung Son - Deputy General Director launched a patriotic emulation movement in the whole sector.

With the highest political determination, Nghe An province has completed the targets and plans assigned by Vietnam Social Security. By the end of December 2021, the health insurance coverage rate in the province reached 91% of the population (fulfilling the socio-economic targets assigned by the province). The number of social insurance participants is nearly 359,000 people, reaching 19.29% of the working-age workforce. In particular, Nghe An is a bright spot in the country in developing the number of voluntary social insurance participants with more than 103,000 participants, equal to 9% of the total number of voluntary social insurance participants nationwide.
