(Baonghean.vn) - Deputy Prime Minister Tran Luu Quang requested ministries, branches and localities to review old procedures, cut out inappropriate and ineffective administrative procedures, and issue new procedures towards transparency and efficiency.

On the morning of October 16, the Prime Minister's Working Group held its second online meeting with ministries and local agencies. Comrade Tran Luu Quang - Member of the Party Central Committee, Deputy Prime Minister, Head of the Working Group chaired the meeting.

Positive change

In recent times, the implementation of administrative procedures and provision of public services have had many positive changes, initially linked with digital transformation in the direction that people and businesses only provide information once, service quality and satisfaction of people and businesses are increasingly improved.

Accordingly, many mechanisms, policies and regulations in the implementation of administrative procedures and provision of public services continue to be amended, supplemented and improved. The dissemination, training and guidance for cadres, civil servants and public employees have been organized by many ministries, branches and localities to implement 5 innovative contents in the implementation of administrative procedures and provision of public services at ministries, branches and localities.

The digitization of records and results of administrative procedure settlement has been focused on. According to reports from ministries and localities, 100% of agencies and units are interested in upgrading and perfecting the Information System for handling administrative procedures; 42/76 ministries, agencies and localities (accounting for 55.3%) have built an electronic data management warehouse on the Administrative Procedure System, handling administrative procedures; the digitization of records and results of handling administrative procedures has been deployed in 9,200/11,956 one-stop departments, accounting for 76.9% (8,364 local one-stop departments, 836 one-stop departments at the ministerial level, agencies organized vertically).

Implementing Project 06, 15 ministries, branches and 63/63 localities have completed the connection and data sharing between the National Population Database and the Administrative Procedures Information System to serve the settlement of administrative procedures, providing public services such as: Authentication, identification, abolishment of household registration books, temporary residence books, etc.

In the first 9 months of 2023, 1.2 billion cases were received, processed, looked up, and authenticated information, synchronizing citizen information for 536 million cases, helping to save costs in performing verification procedures, printing records, identification papers, etc. 64.3 million electronic identification applications were received, over 42 million accounts were activated, and 24 localities have completed the issuance of electronic identification accounts to prepare conditions for using VNeID accounts in handling administrative procedures.

Online public services have improved significantly in both quantity and quality. Electronic public services have been promoted based on connection, sharing, and data exchange between state agencies. The National Public Service Portal has connected and integrated with 150 information systems and databases of agencies and units; integrated and provided nearly 4.5 thousand online public services; served authentication, identification and one-time login of nearly 10 million accounts, with 2.8 billion visits to find information and services, an average of 106 thousand online records and 50 thousand online payment transactions per day on the portal.

The One-Stop Sections of many ministries, sectors and localities have been invested in, upgraded and proactively innovated models, improving the quality of operations. Many localities have actively implemented many solutions and initiatives to improve efficiency, labor productivity, and reduce people's waiting time.

At the conference, representatives of ministries and local branches exchanged and shared experiences and methods; difficulties and obstacles, analyzed causes, and proposed solutions to innovate administrative procedure reform.

It is proposed that the Government should review and amend the regulations on administrative procedures in specialized legal documents to add more regulations suitable for the transition from the traditional method of receiving and handling administrative procedures, documents, directly to online, digital, and using data; unifying specialized databases; upgrading and perfecting the information technology system and equipment serving digitalization of a number of ministries, branches, and localities is still limited and not timely; the rate of using online public services is still low,...

Nghe An province has always identified administrative procedure reform as a key and continuous task in administrative reform work, and there have been many positive changes. Sectors and levels have focused on reviewing, cutting down, and simplifying at least 20% of administrative procedure regulations related to investment, production, business activities, and people's lives. The rate of handling administrative procedure records at 3 levels (province, district, commune) before and on time reached a high rate of 97.61% (provincial level reached 97.07%; district level reached 96.97%; commune level reached 98.8%).

In the first 9 months of 2023, 87 reflections and recommendations on administrative regulations were received and processed to ensure timeliness and compliance with regulations; an interdisciplinary team was established to conduct surprise inspections of the reception and handling of administrative procedures when necessary, especially administrative procedures related to people, businesses, and investors that were slow to process, in order to promptly remove and strictly handle violations.

Innovation in resolving administrative procedures towards transparency

Speaking at the conference, Deputy Prime Minister Tran Luu Quang assessed: Besides the achieved results, the implementation of innovative solutions in administrative procedures and provision of public services for people and businesses at ministries, branches and localities still has shortcomings and limitations.

That is, the regulatory system has not been supplemented in a timely manner and is not a legal corridor; there is no synchronous connection with ministries and branches; coordination between ministries, branches and localities is not good; there is no transparency in handling administrative procedures; the participation of businesses and people is still limited.

Deploying tasks in the coming time, Deputy Prime Minister Tran Luu Quang emphasized that each level and each sector needs to consider innovation in administrative procedure implementation as an important task of agencies, units and localities; and promote the responsibility of leaders in implementation.

Deputy Prime Minister Tran Luu Quang requested ministries, branches and localities to review old procedures, cut out inappropriate and ineffective administrative procedures, and issue new procedures in a transparent and effective manner. At the same time, strengthen coordination between ministries, branches and localities; synchronously implement the interconnection system to share data with each other.

Ministries, sectors and localities need to proactively report to the working group any shortcomings in the implementation process; pay attention to the people performing administrative procedures to have capacity, ethics and responsibility. Along with that, it is necessary to strengthen the inspection and supervision of the implementation" - Deputy Prime Minister Tran Luu Quang emphasized.

Besides, ministries, branches and localities need to promote the implementation of Project 06; listen to the opinions of people and businesses to make timely adjustments.

Deputy Prime Minister Tran Luu Quang said that the Government will issue a Directive on continuing to promote solutions to improve the efficiency of administrative procedure settlement and public service provision for people and businesses; assigning specific tasks and processing times to ministries, branches and localities. At the same time, the results of administrative procedure reform will also be included in the year-end review and classification of ministries, branches and localities from 2023.
