Deputy Prime Minister urges North-South expressway project
The Ministry of Transport is directing project management boards to prepare bidding documents for 8 expressway sections under the PPP (public-private partnership) form.
On December 11, Deputy Prime Minister Trinh Dinh Dung chaired a meeting to review investment in the North-South expressway.
According to the report of the Ministry of Transport, so far the preparations are on schedule. The Ministry has approved the contractor selection plan for all 11 projects.
For the three public investment projects, the Cao Bo-Mai Son and Cam Lo-La Son sections are expected to select contractors in December 2018; for the My Thuan 2 Bridge project, the Ministry is appraising the bidding documents.

The North-South Expressway in the 2017-2020 period will invest in building 4 lanes and clearing land according to the plan. The Ministry of Transport has sent documents to the provinces where the project passes through about the expected land use area, assigning tasks to the project management boards to work specifically with the localities.
Currently, the provinces have decided to clear the land for 10/11 projects (except My Thuan 2 bridge which has not been implemented yet).
As the first priority construction section, the Cao Bo - Mai Son project has completed the site clearance stake placement in the field and handed it over to the local authorities for counting and measurement. Other projects are in the process of preparing preliminary design documents for site clearance stake placement.
To date, the Ministry of Transport has also approved the technical design survey task for 4/11 projects, including Cao Bo - Mai Son, National Highway 45 - Nghi Son, Cam Lo - La Son and My Thuan 2 Bridge; 5 other projects are under appraisal.

Concluding the meeting, Deputy Prime Minister Trinh Dinh Dung emphasized that the North-South Expressway is a particularly important project. Once completed, it will shorten travel time and reduce costs compared to other roads.
According to him, this expressway will connect national highways, local roads and other types of transport to form a complete network; support some sections of National Highway 1 in case of natural disasters and incidents; ensure smooth North-South traffic in all conditions and in the context of not being able to invest early in high-speed railway.
Appreciating the systematic implementation steps and progress assurance of ministries, branches and localities in recent times, the Deputy Prime Minister requested units to continue to prepare for investment on schedule and fully comply with legal regulations.
"In the coming time, it is necessary to urgently complete tasks such as technical design and site clearance according to the set schedule. The Ministry of Transport will soon organize a meeting with all localities along the route to unify the plan," the Deputy Prime Minister directed.
The Ministries of Planning and Investment, Finance, and Construction are assigned to guide related work in accordance with legal regulations to speed up project implementation progress.
In the 2017-2020 period, the North-South Expressway project invested 654 km, divided into 11 component projects, with sections from Cao Bo (Nam Dinh) to Bai Vot (Ha Tinh); from Cam Lo (Quang Tri) to La Son (Thua Thien Hue); from Nha Trang (Khanh Hoa) to Dau Giay (Dong Nai), My Thuan 2 Bridge, Tien Giang and Vinh Long.
Of the 11 projects, 3 use state budget capital and 8 mobilize socialized capital (PPP). The total investment of the 8 projects is expected to be about 104,070 billion VND, of which 40,360 billion VND is state investment capital for site clearance and resettlement. The National Assembly has requested that the basic projects be completed by 2021.
