The Ministry of Transport was assigned to summarize railway accidents since the beginning of 2018 due to subjective causes, comprehensively evaluate violations to learn from experience.

On the afternoon of May 27, Deputy Prime Minister Truong Hoa Binh, Chairman of the National Traffic Safety Committee, sent a telegram to the two ministries of Transport, Public Security and provinces and cities where the railway passes.

The dispatch stated that there have been four railway accidents in the past four days.3 out of 4 cases were caused by organizations and individuals in the industry violating operational procedures at intersections between roads and railways, when receiving and shunting trains at stations; due to locomotives and carriages not ensuring technical safety. 2 out of 4 cases were related to the act of driving a road vehicle in violation of regulations when crossing an intersection.

To ensure traffic safety and order and reduce accidents, Deputy Prime Minister Truong Hoa Binh requestedThe Ministry of Transport directed the relevant authorities and Vietnam Railways Corporation to coordinate with localities to urgently investigate the cause and strictly handle organizations and individuals who violate the law.

The Ministry of Transport is responsible for compiling and reporting all railway accidents since the beginning of 2018 caused by subjective reasons; analyzing and comprehensively evaluating violations to draw lessons, make corrections in implementation and strictly handle organizations and individuals that allow violations to occur.

"It is necessary to review existing legal regulations, procedures, and standards on train organization to make tighter adjustments, clearly defining the responsibilities of organizations and individuals, especially the responsibilities of leaders for causing railway accidents due to subjectivity," the dispatch stated.

The Deputy Prime Minister also directed to strengthen inspection and supervision of the implementation of regulations and train running procedures by railway workers and drivers; promote the application of science and technology in train running organization and supervision.

The Ministry of Public Security is responsible for directing the police of units and localities where railways pass through to urgently investigate and carry out necessary legal procedures to strictly handle organizations and individuals who violate legal regulations and cause accidents..

The industry also needs to strengthen patrols, control and strictly handle violations of traffic order and safety, especially violations in train operation by railway employees.

4 train accidents in 4 days

At 0:30 on May 24, train SE19 from Hanoi to Da Nang, when arriving at Truong Lam station (Tinh Gia, Thanh Hoa), crashed into a truck. 2 people died, 10 people were injured, the locomotive and 6 carriages overturned. Police arrested 2 gatekeepers for negligence causing serious consequences.

At 4:20 p.m. on May 26, at Nui Thanh station (Quang Nam), freight train ASY2 entered the station from the North-South direction. At the same time, the driver of freight train 2469 was shunting the cars in the opposite direction, causing the two trains to collide head-on... 4 freight cars derailed, and two locomotives were severely damaged.

Just 20 minutes later, at 4:40 p.m. on May 26, a freight train traveling from the North to the South, pulling 27 carriages, while entering track 3 at Yen Xuan station (Nghe An) to avoid an oncoming train, suddenly derailed carriages 3 and 4. 30 meters of track and hundreds of sleepers were damaged, and the railway through this area was blocked for 3 hours.

At 1:00 p.m. on May 27, the SH3 freight train running from North to South, when reaching Dien An commune (Dien Chau, Nghe An), hit a concrete mixer truck driven by Le Van The (31 years old, resident of Nghe An) who was crossing the railway from a local level crossing. The train's engine was slightly damaged, the truck's engine was severely damaged. Fortunately, the truck driver only suffered minor injuries.
