Deputy Prime Minister continues to request clarification of the appointment process of Mr. Vu Quang Hai
Deputy Prime Minister Truong Hoa Binh requested the Ministry of Industry and Trade to inspect and clarify the legal basis, conditions, standards, procedures and processes related to the recruitment and appointment of Deputy Ministers, and the appointment of leadership positions and business managers for Mr. Vu Quang Hai.

On September 30, in a document sent to the Ministry of Industry and Trade regarding the recommendations of the Association of Financial Investors in Vietnam, Deputy Prime Minister Truong Hoa Binh requested the Ministry of Industry and Trade to inspect and clarify the legal basis, conditions, standards, procedures and processes related to the recruitment and appointment of Deputy Director General, and the appointment of leadership positions and business managers for Mr. Vu Quang Hai.
At the same time, request the Ministry of Industry and Trade to implement the recommendations of the Ministry of Home Affairs and the Ministry of Finance, and report the results to the Prime Minister before November 1, 2016.
As reported, the appointment decisions of Mr. Vu Quang Hai, son of former Minister of Industry and Trade Vu Huy Hoang, have been raising questions in public opinion recently.
At the age of 25, Mr. Hai held the position of General Director of PVFI. After that, Mr. Hai was transferred to the Ministry of Industry and Trade and continued to be appointed as Deputy Director of Department before returning to Sabeco as a member of the Board of Directors and Deputy General Director of Sabeco.
Talking to the press about the above incident, former Minister Vu Huy Hoang, former Sabeco Chairman Phan Dang Tuat and Mr. Vu Quang Hai all affirmed that the appointment was completely "in accordance with the procedure" and there was no such thing as "father appointing son".
In a document responding to VAFI in mid-August, the Ministry of Industry and Trade said, “the appointment and introduction of Mr. Vu Quang Hai as the capital representative, member of the Board of Directors and General Director of PVFI is in accordance with the regulations on management of PVFC representatives”. The process of appointing Mr. Hai at Sabeco was also assessed by the Ministry of Industry and Trade as “in accordance with the process and procedures”.
However, regarding the acceptance, appointment as controller (KSV) and appointment of Deputy Director of Department for Mr. Vu Quang Hai, the Ministry of Industry and Trade said that there were still errors.
Specifically, based on the work needs of the Trade Promotion Department and Mr. Vu Quang Hai's job application, on May 29, 2013, the Ministry of Industry and Trade (Trade Promotion Department) recruited according to the civil servant recruitment process and appointed Mr. Hai to the position of Head of Department, Deputy Director of the Export Support Center under the Trade Promotion Department, Ministry of Industry and Trade.
Mr. Vu Quang Hai is one of 20 officials assigned by the Ministry to work as inspectors (full-time or part-time) at corporations and general companies under the Ministry, of which Mr. Hai works as a part-time inspector at Vietnam Tobacco Corporation (Vinataba).
The document of the Ministry of Industry and Trade also stated that the appointment of Mr. Vu Quang Hai as Deputy Director of the Department is "to create the necessary conditions and position for the officials assigned as inspectors to successfully complete their tasks at corporations and general companies, while at the same time enhancing the responsibility of inspectors". There are 6 inspectors who have been appointed as Deputy Directors of the Department by the Party Committee of the Ministry of Industry and Trade.
"These KSVs only hold the rank of Deputy Department Head, do not receive position allowances and do not participate in management as Deputy Department Heads at any unit of the Ministry," the Ministry of Industry and Trade's response affirmed.
However, the ministry also admitted: "After reviewing, the Ministry of Industry and Trade found that there were still errors in the recruitment and appointment process of Mr. Vu Quang Hai as KSV". At the same time, it said that it is continuing to inspect and evaluate to take appropriate measures in accordance with legal regulations.
