At the briefing held on the evening of August 25, at the Government's Storm Response Center No. 5, Deputy Minister Nguyen Hoang Hiep said that, as predicted, after about 2 hours of almost standing still, at 6:00 p.m. this afternoon, the storm officially made landfall, with the center of the storm in Ha Tinh. When it made landfall, the storm had winds of level 10, gusting to levels 12 and 13; in Cam Xuyen, the winds were over 13. In some localities in Ha Tinh province, trees fell, roofs were blown off, and some areas were flooded...

At Dien Chau station, continuously for the past few hours, the meteorological agency recorded winds at level 12.
It is forecasted that in the next period, the storm will make landfall and move slowly towards Nghe An. At 9:00 p.m., the storm center will reach the Vinh area.
Comrade Nguyen Hoang Hiep - Deputy Minister of Agriculture and Environment assessed that the slow moving storm is both favorable and risky. The favorable situation is that the storm tends to weaken, however, the risk is that there will be heavy rain and heavy rainfall due to the long stay of the storm. The storm is forecasted to stay on land until early tomorrow morning, August 26.
After listening to the report, Deputy Prime Minister Tran Hong Ha assessed this as very important information and requested the leaders of Nghe An province to immediately direct communes and wards to concentrate and closely monitor the storm's developments to promptly respond.

According to forecasts, heavy rain from now until noon tomorrow will be concentrated in the western mountainous areas, while Nghe An has not yet completely overcome the consequences of storm No. 3, so Deputy Prime Minister Tran Hong Ha suggested that the province assign an experienced leader to the western localities to establish a command post, connecting with local forces to immediately deploy disaster response operations.
At the same time, prepare forces, equipment and machinery in areas at risk of landslides, flash floods and flash floods; Focus on ensuring accommodation for people; Maintain communication connections to villages, hamlets and residential areas.
