Deputy Prime Minister Truong Hoa Binh: 'Golden population' opportunity for youth development
(Baonghean.vn) - Deputy Prime Minister Truong Hoa Binh suggested that all levels and sectors take advantage of the "golden population" opportunity, seize opportunities and challenges to orient and educate young people about revolutionary ethics and socialist ideals, aiming to comprehensively develop the future generation of the country's owners, global citizens in the new era.
On the morning of January 19, the Government held a national online conference to review the Vietnam Youth Development Strategy for the 2011-2020 period; the Project to improve state management capacity for young officials and civil servants in communes for the 2014-2020 period; and the Pilot Project to select young intellectuals to volunteer in communes to participate in rural and mountainous development for the 2013-2020 period.

TRAINING FOR 14,330 YOUNG OFFICIALS AND CIVIL SERVANTS
On December 30, 2011, the Prime Minister issued Decision No. 2474/QD-TTg approving the Vietnam Youth Development Strategy for the 2011-2020 period. After 10 years of implementing the Strategy, the awareness of Party committees and authorities at all levels about the position and role of youth and the responsibility to promulgate and implement mechanisms and policies for youth development has had many positive changes.
With the attention and care of the whole society, young people are increasingly aware of their responsibilities and obligations to the country and to themselves; they strive to achieve high results in their studies and work; many young people become good young leaders, managers and businessmen; the proportion of young intellectuals occupying the pinnacles of science and technology is increasing; the participation of young people in the economic, political and social life of the country is increasingly enhanced.
As of December 2020, the youth work apparatus nationwide had 13,242 people. Of which, ministries, ministerial-level agencies, and government agencies had 41 people; provinces and centrally run cities had 13,201 people.

During the 6 years of implementing Decision No. 567/QD-TTg of the Prime Minister approving the Project on training and improving state management capacity for young cadres and civil servants at commune level in the period of 2014-2020, 14,330 young cadres and civil servants from 2,293 communes in 42 provinces within the scope of the project have been trained and improved their capacity. Since then, the team of cadres and civil servants at the commune level has gradually developed in both quantity and quality.
The standardization of young cadres and civil servants at the grassroots level and the sending of university and college graduates to work in communes, wards and towns have gradually rejuvenated and improved the qualifications of all aspects of the cadres and civil servants at the commune level. The results of the project have significantly contributed to the effective use of the Government's investment resources, helped people trust young cadres and civil servants and improved the quality of administrative operations at the commune level.
Regarding the pilot project to select 500 young intellectual volunteers to go to communes to participate in rural and mountainous development, as of December 31, 2014, the Ministry of Home Affairs has coordinated with localities to complete the selection of project team members in 34 provinces with a total of 500 team members.

The Ministry of Home Affairs assessed that after more than 5 years of implementation, the team members have promoted their capacity in their assigned positions and tasks, advising local Party committees and authorities to implement new rural construction programs, administrative reforms and propaganda to raise legal awareness for ethnic minority areas.
The team members have strived to excel, worked with peace of mind; quickly approached the assigned work, diligently learned, gained experience and completed the assigned tasks well, creating trust from the Party Committee and local authorities where they worked. However, there are still 290 team members who have not been assigned jobs.
TAKE ADVANTAGE OF THE GOLDEN POPULATION PERIOD
Speaking at the conference, Deputy Prime Minister Truong Hoa Binh affirmed that the Vietnam Youth Development Strategy for the 2011-2020 period has basically been seriously implemented. 100% of ministries, branches and localities have issued youth development programs and plans.
Up to now, the state management of youth has basically overcome the overlapping of functions and tasks with the youth union or "outright assignment" to the youth union compared to the initial phase of implementing the Strategy. The biggest mark is that the Government has submitted to the National Assembly the Youth Law.

Regarding the 290 members of the pilot project to select young intellectual volunteers to go to communes to participate in rural and mountainous development in the period of 2013-2020 who have not been assigned jobs, the Deputy Prime Minister said that they volunteered to participate in the project, going to remote areas with great enthusiasm and dedication. Therefore, they need to be cared for and given conditions to develop, and continue to contribute and serve the country.
Emphasizing that 2021 is of utmost importance to the country's socio-economic development, comrade Truong Hoa Binh requested the Ministry of Home Affairs to preside over and coordinate with ministries, branches and localities to propose solutions to overcome shortcomings and limitations in the Youth Development Strategy in the recent period; develop and submit to the Government for promulgation the Vietnam Youth Development Strategy for the period 2021-2030; and perfect the system of policies and laws to care for, nurture and comprehensively develop young people.
Ministries, sectors and localities shall allocate appropriate funds to carry out tasks, projects and programmes on youth with the aim of caring for, nurturing and promoting the role of youth in socio-economic development and national defence. All levels and sectors also need to regularly inspect and evaluate the implementation of the Youth Development Strategy and Programme.
Regarding the Project to improve state management capacity for young officials and civil servants in communes, the Deputy Prime Minister also assigned the Ministry of Home Affairs to advise on the development and implementation of the Project for the 2021-2025 period with the view of carefully reviewing the subjects, avoiding duplication and enhancing training for officials in information technology and foreign language proficiency.

The Deputy Prime Minister assigned the Ministry of Home Affairs to coordinate with localities to pay attention to resolving appropriate policies and regimes for the team members in the project of 500 young intellectuals after the project implementation period ends; arrange and use team members in accordance with legal regulations, and develop a plan to extend the project.
Affirming that Vietnam is in the "golden population" period with more than 23.68 million young people, comrade Truong Hoa Binh suggested that all levels and sectors must take advantage of this opportunity to create conditions to care for, nurture and educate young people; seize opportunities and challenges to orient and educate young people about revolutionary ethics and socialist ideals, aiming to comprehensively develop the future generation of the country's owners, global citizens in the new era, especially in the period of the 4.0 industrial revolution.
