Speaking at the Conference, Deputy Prime Minister Vu Duc Dam requested the education sector to pay attention to all levels of education, focusing on preschool education to educate people and teach humanity to students. It is necessary to innovate and eliminate formal standards... Organizing emulation movements must be practical, not follow trends and lack effectiveness.

The implementation process must increase autonomy down to each subject and each teacher. The Ministry of Education and Training needs to remove rigid regulations, which mainly create negative rather than positive effects, and the Ministry must be the pioneer.
The Deputy Prime Minister also gave his opinion on the implementation of the new textbook program. To do this well, the Departments must give their opinions on the current situation in localities to build appropriate programs. The implementation process must put quality first. First of all, it is necessary to transfer the spirit of innovation to each teacher, if teachers do not innovate, students will suffer many disadvantages.
