At the meeting, Deputy Prime Minister Vu Duc Dam said that in recent years, ministries, branches and localities have implemented many projects and plans on computerization, information technology application, building national databases, providing online public services... but no project has received as much attention and direction from the Government and the Prime Minister as Project 06, with the strong participation of ministries and branches.

However, when starting to implement, Project 06 showed obstacles, bottlenecks, and difficulties that needed to be solved. The Deputy Prime Minister gave an example: During a person's lifetime, about 200 data fields are needed to serve management work. However, the databases of ministries, branches, and localities are still fragmented, scattered, and in many different departments.

To overcome this situation, the Deputy Prime Minister said that it is necessary to promote connection and sharing between industry and local databases; set up working groups to go to communes and wards to collect data based on the requests of departments and branches, associated with the mechanism of establishing, updating and editing information.

"Comrades must hold weekly meetings so that within 6 months there will be a database for the entire province," the Deputy Prime Minister said, noting that 3 groups of data need to be focused on reviewing and updating: Land, construction, housing; labor, social security; health.

Regarding the implementation of providing essential public services under Project 06, the Deputy Prime Minister requested Ha Nam province to be determined to fully implement it; promptly synchronize existing data and connect each public service.

"Ministries and branches must send people to localities selected as pilot and model areas for implementing Project 06, record practices to supplement and adjust general guidelines for the whole country, and must be determined and very detailed and meticulous," said the Deputy Prime Minister.

Up to now, Ha Nam province has received and processed 21/25 essential public service records under Project 06; is piloting 2 public services: Issuance, re-issuance of driving licenses; Registration of changes in land use rights, ownership of assets attached to land due to changes in information about the person granted the Certificate (change of name or legal documents, personal documents, address).

For the 2 services: Joint birth registration - Permanent residence registration - Issuance of health insurance cards for children under 6 months old; Joint death registration - Deletion of permanent residence registration - Funeral allowance will start the pilot implementation from November 21, 2022.

The Public Service Portal and the Electronic One-Stop Information System of Ha Nam province provide a total of 1,741 sets of administrative procedures. Of which, 877 are fully online services; 789 are partially online public services. As of November 18, 2022, the total number of records received and updated into the system: 231,081 sets, 99.9% of which were resolved on time and before the deadline; 154,063 sets of records resolved online, reaching 66.67%.

Ha Nam province has completed the conditions and completed the connection of the Public Service Portal and the province's electronic one-stop information system with the National Population Database System.

Up to now, the Department of Health of Ha Nam province has deployed and directed 118/118 health insurance examination and treatment facilities to use citizen identification cards (CCCD) with electronic chips or through the VneID application to replace health insurance cards and make cashless payments at medical facilities (540,386/771,934 health insurance cards).

As of November 18, Ha Nam has cleaned data on 2,103,181/2,188,395 COVID-19 vaccine injections, reaching 96.10%.

Review and update information on the number of pharmacies; medical examination and treatment facilities in the province... Medical examination and treatment facilities qualified to conduct driver health examinations have been connecting results on the national connection axis since February 2020.

The Department of Labor, War Invalids and Social Affairs, the Department of Information and Communications, and the Provincial Police coordinated with the National Population Data Center - C06 - Ministry of Public Security to digitize data on 35,000 poor and near-poor households; 20,299 meritorious people; 45,300 people under social protection; provide social security accounts for citizens across the province; promote support for social security work through social security accounts...

The Department of Natural Resources and Environment has entered information into the land database, implemented data matching in the national population database; and synchronized the operation, exploitation and use of 283,983 land plots in 101/109 communes, wards and towns.

Discussing the difficulties arising when implementing Project 06 in Ha Nam, Lieutenant General Nguyen Duy Ngoc, Deputy Minister of Public Security, noted that localities must be ready in terms of human resources, technology, and data to connect step by step. Leaders at each level must grasp the daily implementation results and arising problems to answer and resolve immediately. "If we do not fully understand the need to serve the people, businesses, and society, and still have the mentality of asking and giving, we will not succeed," said Lieutenant General Nguyen Duy Ngoc.

Chairman of the People's Committee of Ha Nam province Truong Quoc Huy affirmed that immediately after this working session, the People's Committee of the province will focus on directing departments, branches, People's Committees of districts, towns and cities to organize training on procedures and operations for staff directly implementing the provision of interconnected public services according to the requirements; strengthen propaganda on the implementation of interconnected public services so that people can understand and participate in the implementation. Departments, branches, People's Committees of districts, towns and cities regularly do a good job of updating and cleaning up civil status, health, land and social security data to effectively serve the provision of online public services; promote the implementation of models on residence registration; issue digital signatures; issue social security accounts to serve non-cash payments at medical and educational facilities in the province...
