Deputy Prime Minister Vu Van Ninh visits and works in Nghe An.
(Baonghean.vn) -On the morning of March 19, 2015, Comrade Vu Van Ninh, Member of the Central Committee of the Party and Deputy Prime Minister, along with a delegation, conducted a survey of agricultural economic models, new rural development, and sustainable poverty reduction in several communes in Nam Dan district, Nghe An province.
Accompanying the delegation were leaders from the Government Office and the Ministries of Agriculture and Rural Development, Planning and Investment, Finance, and Labour, Invalids and Social Affairs. Welcoming the Deputy Prime Minister on behalf of the province were: Mr. Ho Duc Phoc - Secretary of the Provincial Party Committee, Mr. Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, the Vice Chairmen of the Provincial People's Committee, and leaders of several departments and agencies.

The delegation respectfully offered incense and flowers at the Ho Chi Minh Memorial House in the Kim Lien historical site, expressing their deep emotion and boundless gratitude for President Ho Chi Minh's contributions.

Next, the delegation visited the infrastructure of Sen 3 hamlet in Kim Lien, and the NA2 large-scale model rice field invested by Nghe An Agricultural Materials Joint Stock Company. Here, Comrade Vu Van Ninh inquired about rice yield and the effectiveness of the large-scale model field in Kim Lien.
Working with the Party Committee and People's Committee of Kim Lien commune on building new rural areas and poverty reduction, the Deputy Prime Minister listened to the commune leaders report on the new rural development movement in Kim Lien. Kim Lien is located 13km west of Vinh city and has 25 hamlets. In the new rural development movement, Kim Lien has achieved the new rural area status and is currently building a model new rural commune.

Kim Lien commune has a relatively high economic growth rate. In 2014, the gross production value increased by 48.64% compared to 2010, and the average per capita income was estimated at 26 million VND, an increase of 72.2% compared to 2010. The commune has completed the "Land consolidation and exchange" work according to Directive 08 of the Provincial Party Committee, with an average rice yield of 60 quintals/hectare; 250 hectares of large-scale model fields have been established, and livestock farming is concentrated in 26 farms. The average annual output of live meat for slaughter is 850-900 tons.

The commune has 47 agricultural product processing facilities, 3 egg incubation facilities, 5 welding facilities, 5 aluminum and glass product manufacturing facilities, 17 woodworking facilities, and developing services. Total annual budget revenue in the area is quite good, averaging 8-10 billion VND/year.
It is the only commune in the district where all 5/5 schools meet national standards. The movement for national unity in building a cultured life, building cultured villages and cultured families has been actively embraced by the entire population, organizing well-planned cultural and sports activities to commemorate major annual holidays, especially the Lang Sen Festival, with 20 out of 25 hamlets achieving the title of cultured hamlet.
Over the past four years of implementing the New Rural Development program, support has been provided for 160 breeding cows, 30 houses have been built, and nearly 20 billion VND in production capital has been facilitated for poor and near-poor households. Poverty reduction efforts have been well-directed and prioritized. 100% of households have sanitary facilities. Environmental sanitation is strictly implemented. Along with the issuance of a centralized waste collection and treatment plan, Kim Lien has basically ensured a clean and green environment, preventing environmental pollution; 92% of households have access to clean water.

Over more than four years of implementing the New Rural Development program, a total of 307 billion VND has been mobilized, many valuable projects have been built, and the people have donated 35.25 hectares of land worth 50 billion VND and contributed tens of thousands of man-days of labor.
Kim Lien has built a strong political system, with a Party Committee of 630 members, consistently recognized as a strong and exemplary Party Committee, achieving the title of outstanding strong and exemplary Party Committee in 2013. Kim Lien has been awarded the title of Hero of the Armed Forces by the Party and the State, received one Third-Class Labor Medal, and has been awarded the flag for leading the emulation movements for many consecutive years.
Comrade Vu Van Ninh commended Kim Lien's efforts in building new rural areas and achieving sustainable poverty reduction. He also discussed with the commune's leaders about economic restructuring, solutions for developing key industries, and cultural preservation in the process of building new rural areas.
