Deputy Prime Minister Vuong Dinh Hue: 'Nghe An needs to focus on 'soft' criteria in building new rural areas'

Reporting to the Government delegation on the results of the implementation of the New Rural Development Program (NRD), sustainable poverty reduction and cooperative development in the province, comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, stated: Nghe An implemented the NRD Program in difficult conditions, both in terms of resources and policy mechanisms. The starting point for NRD construction in the province was low. At the time of review in 2010, in 431 communes, the whole province only achieved an average of 3.64 criteria/commune. There were 125 communes with special difficulties, including 27 border communes. However, according to the Chairman of the Provincial People's Committee, thanks to the attention of the Central Government along with the leadership and direction of Party committees at all levels, the government and the efforts of all people, NRD construction has become a widespread emulation movement and achieved many important results.

To date, Nghe An has had 152 communes meeting the NTM standards (including 2 poor communes of 30a), reaching 35.3%, higher than the national average of only 26.43%. The average number of criteria achieved is 13.5 criteria/commune, an increase of 9.86 criteria/commune compared to 2011. The province has also temporarily built a set of model NTM criteria and is piloting the construction of 3 model NTM communes, including: Son Thanh commune (Yen Thanh), Kim Lien commune (Nam Dan) and Quynh Doi commune (Quynh Luu). There are 2 district-level units recognized by the Prime Minister as meeting NTM standards. |
As for Nam Dan district, which is registered and included by the province in the plan to build a district that meets the NTM standards in 2017, both the province and the district are focusing on directing the remaining 5/23 communes to reach the NTM finish line and completing 5/9 NTM district criteria according to the Government's regulations. The district is also setting a goal to build a model NTM standard by 2025.

Comrade Nguyen Xuan Duong also reported to the Central working delegation on the implementation of the province's sustainable poverty reduction target program with many creative methods. The average poverty reduction rate for the 5 years 2011 - 2015 reached 3.07%/year. Poor districts according to Resolution 30a (Ky Son, Tuong Duong, Que Phong) and Quy Chau district according to Decision 293 decreased by 6 - 7%/year. In 2016 alone, implementing the multidimensional poverty standard, the province's poverty rate decreased by nearly 2.6%, from 12.10% at the beginning of the year to 9.55% at the end of the year.
Regarding the development of cooperatives, the Chairman of the Provincial People's Committee affirmed that the province is interested. The total number of cooperatives and grassroots people's credit funds in the province is 618 cooperatives. The number of cooperatives operating effectively is 304, accounting for 49.2%, the number of cooperatives operating at a low level is 91 units, accounting for 14.7%, the number of cooperatives operating ineffectively is 173, accounting for 30% and there are 18 cooperatives that have stopped operating, accounting for 3%.
Giving opinions on the development orientation for the province and Nam Dan district, comrade Nguyen Sinh Hung - former member of the Politburo, former Chairman of the National Assembly and Central Ministries and branches, emphasized the determination, resoluteness, perseverance, persistence and the need for participation of organizations and each citizen in building new rural areas and sustainable poverty reduction.

Based on listening to the practical direction and implementation of the New Rural Program, sustainable poverty reduction and cooperative development of the province and Nam Dan district as well as the difficulties, obstacles and recommendations of the locality; Deputy Prime Minister Vuong Dinh Hue commended the results and innovations of Nghe An in general and Nam Dan district in particular in directing the construction of a model New Rural Program, ensuring sustainability.
Comrade Vuong Dinh Hue also frankly pointed out some limitations in the process of building new rural areas in Nghe An. That is, compared to the targets of the North Central region, Nghe An is achieving lower and the rate of communes achieving new rural areas is mainly concentrated in the delta region. The construction of new rural areas is mainly focusing on hard targets on infrastructure; while the criteria on production, agricultural restructuring, and improving the lives of rural people are still limited. There are not many economic models, good practices and value chains. In particular, there is still debt in building new rural areas. The multidimensional poverty rate is still higher than the national average...

Emphasizing that the construction of new rural areas must be associated with sustainable poverty reduction and cooperative development, the Deputy Prime Minister said: In the coming time, for the province in general and Nam Dan district in particular, it is necessary to continue to thoroughly grasp the Central's instructions on building new rural areas, sustainable poverty reduction and cooperative development. Continue to complete essential infrastructure in communes, especially in particularly difficult and border communes. Develop a plan for agricultural restructuring associated with the construction of effective high-tech agricultural models, increasing added value. Focus on promoting better implementation of soft criteria in new rural construction including livelihoods, production, improving material and spiritual life for people.
Regarding the proposals and recommendations of the province and district, comrade Vuong Dinh Hue requested the Central Ministries and branches to actively study and proactively propose to the Government mechanisms and policies to implement the New Rural Development Program, sustainable poverty reduction and cooperative development in the whole country in general, especially Nghe An province. This is both the sentiment and responsibility of the Central Government and the whole country towards Nghe An, Nam Dan district - the hometown of President Ho Chi Minh.
Regarding the development orientation of Nam Dan district, the Deputy Prime Minister emphasized that it is necessary to place Nam Dan in the economic development, connecting high-tech agriculture and tourism of the province and districts, cities and towns in the province. It is necessary to place Nam Dan with its location and place name as being especially important to the whole country and Nghe An. The province needs to direct the sectors to coordinate with Nam Dan district to develop a number of specific projects: investing in and upgrading Kim Lien relic; planning the Nam Dan national tourist area to submit to the Government for approval; developing a pilot project to build Nam Dan into a model new-style rural district...
