Deputy Prime Minister Vuong Dinh Hue: Our country is on the rise
“I believe that the dream of a strong and prosperous Vietnam, standing shoulder to shoulder with other countries in the region and the world as our beloved Uncle Ho wished, will come true. That dream has a scientific and practical basis. I, like everyone else, have the responsibility to make that dream come true,” Deputy Prime Minister Vuong Dinh Hue shared when expressing his feeling that “our country is on the rise.”

- In 2019, all socio-economic targets were "reached", of which 5/12 targets exceeded the plan. Could you please share with us the breakthrough factors of 2019?
Deputy Prime Minister Vuong Dinh Hue:In 2019, despite the unusual fluctuations of the world economy and the decline in global investment and trade, our country's economy still developed impressively. For the third consecutive year, we fully completed 12/12 socio-economic development targets, of which 5 targets exceeded the plan.
In particular, the growth issue can be said to be impressive. GDP growth in 2019 was 7.02%, one of the highest growth rates in the region as well as in the world.
In the context of many countries and large economies in recession, no growth or negative growth, we have had a very impressive growth rate.
The second particularly impressive thing is that the growth rate is high but the inflation rate is very low, only 2.73%. This is a very low level compared to the target assigned by the National Assembly. The growth rate in 2019 is 2.5 times higher than the inflation target, which shows the efficiency of the economy.
If in 2018, the growth rate was twice the inflation rate, this year it was 2.5 times higher. That makes the real income and savings of the people, businesses, and the State increase.
- As the Deputy Prime Minister just shared, in the context of many fluctuations in the world and domestic economy, our country's economy still achieves a fairly good growth rate and is one of the countries with the highest growth rate in the world. So what is the "secret", Deputy Prime Minister?
Deputy Prime Minister Vuong Dinh Hue:The two biggest issues that the resolutions and conclusions of the Central Committee, the resolutions of the National Assembly as well as the management of the Government and the Prime Minister always emphasize are that stabilizing the macro-economic foundation must be considered the number one, the top goal and task. The second is to unblock all driving forces for growth.

These two issues are related to each other. High growth is one of the conditions for macroeconomic stability, but macroeconomic stability is also a very important issue to create conditions for the country to develop rapidly but in a sustainable direction.
The Government's motto has clearly demonstrated this - a Government of integrity, action, creation and development. In 2019, we also emphasize the factor of responsibility, the issue of breakthrough and the ultimate goal of efficiency. In addition to economic issues, we must pay great attention to social issues.
- Deputy Prime Minister, has the flexible coordination mechanism helped us improve growth quality and make a breakthrough to reach the finish line in the 5-year plan?
Deputy Prime Minister Vuong Dinh Hue:I think that besides the issues of reforming the business investment environment, administrative reform, streamlining the apparatus, staffing, improving the capacity and effectiveness of the Government's operations, and building a government that creates development, the most important issue now is that we have aroused the sense of responsibility, the spirit of self-reliance, self-reliance, and the aspiration of the Vietnamese people to rise up to escape poverty, for a strong and prosperous Vietnam. That creates great strength.
I always contemplate that if we cannot mobilize the strength of the entire political system and the entire population, if this innovation does not have the consensus and support of the majority of the people, and if the people do not enjoy the achievements of innovation, then we will not succeed.
Today's success is due to the innovation career, our work is supported by the people and the achievements of innovation are enjoyed by the people, both materially and spiritually.
If we measure the emotional index, we see that as General Secretary and President Nguyen Phu Trong said at the national conference to implement the socio-economic plan, "never have we had such a foundation as today and have the feeling that our country's fortunes are on the rise."
The image of the most successful SEA Games in history with 98 Gold Medals, second only to the host country and the first time both the men's and women's football teams won Gold Medals, the decades-old dream of a Gold Medal for Vietnamese men's football has come true.
I feel that our country is on the rise. A testament to Vietnam's position and prestige in the international arena is that when we were elected as a non-permanent member of the United Nations Security Council, we achieved a record number of votes, with almost all countries voting in favor.
- In his direction for 2020, Prime Minister Nguyen Xuan Phuc emphasized: The economy must be highly independent, self-reliant, proactively integrate and participate in the global value chain. Sustainable development with the "three in one" formula is dynamic economic competition but safe, sustainable in terms of society and environment, and stable macro. According to the Deputy Prime Minister, is this the path to a strong and prosperous Vietnam in the future?
Deputy Prime Minister Vuong Dinh Hue:In 2019, our country's GDP per capita reached nearly 2,800 USD/person, 1.32 times higher than in 2015. It is expected that by 2020, this figure will exceed 3,000 USD, achieving the target of the 10-year socio-economic development strategy 2011 - 2020.
We are planning a strategy for the next 10 years, with the milestone of the 100th anniversary of the Party's founding, Vietnam will basically become a modern industrialized country, with an income in the upper middle-income group in the world, with GDP per capita at current prices reaching 8,000 - 9,000 USD/person by 2030.

By 2045, marking the 100th anniversary of the country's founding, Vietnam will become a modern, industrialized, socialist-oriented country with a high income in the world.
We are also planning a strategy to promote the cultural values and people of Vietnam, the strength of the times, to open up and mobilize all resources for rapid and sustainable development on the basis of science and technology, on the basis of innovation.
That is Vietnam's dream for the next 10 years as well as for the next few centuries. It is a dream of a prosperous Vietnam, a dream of a powerful Vietnam, standing shoulder to shoulder with other countries in the region and the world as Uncle Ho wished.
- So what are we going to do to make that dream come true?
Deputy Prime Minister Vuong Dinh Hue:We must have better solutions and implementation organizations for three strategic breakthroughs in economic development institutions, infrastructure, and human resource training.
At the same time, in this era, we must emphasize two factors - considered as breakthroughs in the coming time, which are science and technology, innovation and promoting cultural and spiritual values, arousing the will and pride of the Vietnamese people. The three strategic breakthroughs and the two factors mentioned above are the five factors that will help us make things happen.
More than ever, in the context of 2020 being filled with very exciting events at home and abroad, the Prime Minister promised the General Secretary and President that 2020 must be better than 2019.
I believe that under the glorious banner of the Party and Uncle Ho, with the achievements that have been made, knowing how to promote potentials and advantages, continuing to proactively integrate internationally, with the consensus and solidarity of the entire Party, the entire people and the entire army, both at home and abroad, I believe that the dream of a strong and prosperous Vietnam, standing shoulder to shoulder with countries in the region and the world as our beloved Uncle Ho wished, will come true. That dream has a scientific and practical basis.
