Deputy Director of Vietnam Economic Institute: Nghe An needs to persevere in building a creative government

The weaknesses in the level of technology, science and technology, and innovation in Nghe An originate from the fact that enterprises in general and science and technology enterprises in particular in the area find it difficult to develop because the income of people and neighboring localities and countries is still low.
Disadvantages in terms of geo-economic location, nature, and climate create vicious cycles of income and investment that are difficult to escape.
The level of investment from the local budget for science and technology development is still very low and up to now, Nghe An still does not have intermediary organizations to support and promote high technology and product commercialization (especially technology incubators and science and technology enterprises).
Efforts to promote science and technology development in recent times have not been groundbreaking enough to fundamentally change the foundations of science and technology development.
The above analysis shows that Nghe An has some disadvantages. However, this does not mean that Nghe An cannot move forward. On the contrary, if based on the advantages of human resources, institutions and strategies for socio-economic development and the development of science and technology in the right way, Nghe An can gradually overcome its disadvantages and go much further than it is now.
In the new development context, the strategy for developing science and technology in Nghe An needs to be based on the following main viewpoints and orientations:
One is,Due to geographical and economic disadvantages, Nghe An's fundamental and long-term strategy is to develop science and technology into a fundamental and long-term driving force in Nghe An's socio-economic development; at the same time, persistently build Nghe An's government to be among the top in the country in terms of development creation and dynamism.
Second,Vinh City in particular, Nghe An in general (Vinh/Nghe An) should only focus on exploiting its relative competitive advantages to the maximum, need to be more pragmatic, should not pursue difficult goals, areas where it does not have advantages, especially in the condition that it is difficult to increase investment capital from the state budget, the increasingly fierce competition between localities. The two relative strengths that Vinh/Nghe An needs to continue to promote investment and development are human resources, especially information technology and the education and training system, including effectively exploiting human resources in the Thanh - Nghe - Tinh region.
Third,To reduce geo-economic disadvantages and increase the attractiveness of Vinh/Nghe An domestically and internationally, the strategy for science and technology development needs to rely mainly on continuously improving the investment and business environment in general and for science and technology in particular, faster than other provinces; focusing on investing and developing digital economy and sharing economy sectors, especially information technology or sectors with low or negligible transportation costs.
Four is,To develop strategic industries that need priority, especially information technology, it is necessary to exploit the maximum opportunities and benefits from integration, in which inviting domestic and multinational companies that are suitable and have good influence, good domestic experts, overseas Vietnamese and international experts is essential.
Five is,In supporting technological development and innovation, the role of the market is important. However, because local businesses are still too weak, the government's "midwife" role needs to be more drastic, more sophisticated, with a transnational and long-term vision.
Sixth,Most of the above viewpoints have been institutionalized, especially in the development of information technology, education and training, and agriculture. However, it is necessary to supplement and continue to detail policy orientations, taking into account the level of local development, cultural characteristics, context and prospects for economic development, and domestic and international science and technology.
