Because the current organizational structure of the political system is still cumbersome, multi-layered, ineffective and inefficient; the functions and tasks of some organizations are overlapping; the organization and staff are increasingly bloated; the number of deputies and people enjoying the "rank" regime is unreasonable...
The streamlining of staff has been proposed and implemented in the past but the results have not been very effective. According to Mr. Vu Mao, former member of the Party Central Committee, former Head of the National Assembly Office, this situation is caused by our leadership, management and administration being not resolute, even arbitrary. For example, in central agencies, there is often a situation of conferring the title of "department head", "deputy department head" or even "department head".
“There was no such thing as a title before. This was done to please each other,” said Mr. Vu Mao, adding that during his tenure as Head of the National Assembly Office, he firmly disagreed with the practice of conferring such a title.

Or the merger of Ministries to manage multiple sectors in the past also showed that there were many unreasonable points, especially the overlapping of functions and tasks. Initially, there was no General Department, but after a few years, many General Departments were opened, and then the Department, Division, and Division levels arose, leading to the need to increase the staff.
The former Head of the National Assembly Office also emphasized that, given the current cumbersome state apparatus, it is necessary to research and rearrange the apparatus to make it more compact and reduce staffing, and to study and summarize bold and innovative approaches that have proven effective in localities.
The Party and government apparatuses overlap and have many similar functions, so streamlining is a good direction. For example, the District Party Committee's Inspection Committee also serves as the District Inspectorate, which is very necessary. Or like the Organization and Internal Affairs... This not only reduces the number of departments, streamlines the payroll, but also increases effectiveness and efficiency.
Referring to the Northwest Steering Committee, the Southwest Steering Committee and the Central Highlands Steering Committee, Mr. Vu Mao expressed his opinion that the trend of abolishing these committees is reasonable. Because we already have a whole system of party and government from the central to local levels, in addition, the role of these 3 Committees is only an intermediary, so keeping the 3 Steering Committees now will not be necessary. Or whether to maintain the Party Committee of the bloc or not also needs to be studied, because the ultimate function is still the issue of personnel, people, and Party consolidation belongs to the Central Organization Committee.
“The Central Committee must discuss this issue thoroughly, reach a consensus and come up with the best policies for the whole country to implement. In addition, the National Assembly and the Government need to complete legal documents on this issue,” said Mr. Vu Mao, adding that without more specific regulations, the reduction of the apparatus and staffing will remain just empty slogans./.
