Mr. Nguyen Trong Dung in Nho Son hamlet, Thanh Nho commune (Thanh Chuong) shared: In daily life, people have many things they do not understand clearly, still have questions, for example, he wants to scoop and level forest land to build a house for his child but does not know whether it is allowed or not and if it is allowed, what procedures need to be done. After the commune officials and civil servants came to the hamlet to discuss, he clearly understood the procedures and was approved by the competent authority to convert forest land to garden land and from garden land to residential land before being allowed to build a house; if he does it arbitrarily, it is a violation of the law.
This is one of the operational examples of the model "People ask, officials answer" implemented by the Party Committee and the Thanh Nho commune government from mid-2022 to present. Through this, commune officials and civil servants are sent to the hamlets to meet, discuss, and resolve problems, recommendations, and reflections at the grassroots level. This activity has been recognized and highly appreciated by the people.
Comrade Tran Dinh Truyen - Deputy Secretary of the Party Committee, Chairman of the People's Committee of Thanh Nho commune said: The forum "People ask, officials answer", up to now, has organized 7 sessions, receiving the agreement and support of the people. In addition to receiving 77 comments and suggestions that need to be resolved (70 recommendations have been resolved and 7 recommendations are being resolved by higher authorities), many issues that people have questions about and do not understand have been fully informed, thereby limiting concerns and frustrations among the people. In Thanh Thinh commune, starting from the beginning of 2023, the locality will organize the activity "Saturday for the people"on the second Saturday of every month. According to comrade Nguyen Van Quan - Deputy Secretary of the Party Committee, Chairman of the Commune People's Committee, the above activities are not "heavy" on handling administrative procedures, because this work has been handled during working days at the commune headquarters. Instead, through contact and closeness with the people, cadres and civil servants grasp the wishes of the people to guide and support the resolution. For example, if people want to leave their property to their children later, not now, the cadres will guide them on what to do, which is to write a will and meet with a judicial officer for guidance. Or if they want to divide land for their children, they will clearly guide them on the procedures and meet with agricultural, land and construction officers for direct guidance; or guide them to meet with the commune police to carry out household separation procedures...
Organizing "Saturday for the People" is also an activity to build a government that serves the people, improve the effectiveness of state management, and the effectiveness and efficiency of the commune-level apparatus.
Also organizing “Saturday for the People” twice a month, the Thanh Chuong District Land Registration Office Branch selects communes far from the center to help people, and at the same time organizes the distribution of Land Use Right Certificates to people and guides people on land-related procedures. This activity has been organized in 4 communes: Thanh Thuy, Thanh Mai, Thanh Xuan, Thanh Huong with nearly 1,000 Land Use Right Certificates given directly to people. - 3 no:Do not cause trouble or harassment to the people; do not give or receive bribes in any form; do not be indifferent to the people's concerns.
