'Conjuring' public land records for personal gain, 7 'land officials' prosecuted
The consequence of the above action was that the State lost the right to manage and use 2 public land plots, causing damage to State assets of more than 18 billion VND.
On December 16, the People's Procuracy of Dong Nai province issued an indictment to prosecute 7 defendants, who were originally officials involved in the land management violations that occurred in Long Thanh district, for the crime of lack of responsibility causing serious consequences.
Specifically, the 7 defendants prosecuted include: Nguyen Hoang Nghia - former Head of the Department of Natural Resources and Environment of Long Thanh district; Tran Quoc Dat - former Deputy Director of the Branch of the Land Registration Office of Long Thanh district; Nguyen Quang Thao - former Head of the Statistical Registration Team, Land Registration Office of Long Thanh district branch; Bui Van Hong - former surveyor of the Land Registration Office of Long Thanh district branch; Duong Thi Duyen - former specialist of the Department of Natural Resources and Environment of Long Thanh district; Nguyen Van Be - former cadastral officer of Binh Son commune; Tran Quoc Tuan - former Chairman of the People's Committee of Binh Son commune.

The indictment of the Dong Nai Provincial People's Procuracy determined that in March 2017, Ms. Le Thi Tho and Ms. Nguyen Thi Loan, residing in Long Thanh district, submitted documents to the competent authorities and the People's Committee of Binh Son commune requesting the issuance of land use right certificates (LURCs) for 2 plots of land in Binh Son commune, Long Thanh district with a total area of over 2.5 hectares. The above-mentioned officials colluded to not properly perform their assigned functions, tasks, and powers in checking and confirming the origin of the land, the time of land use, in measuring, checking, and examining the application for LURCs, so they advised the People's Committee of Long Thanh district to sign and issue the first LURCs for the above-mentioned 2 plots of land to Ms. Tho and Ms. Loan in violation of the provisions of the law on land.
Through verification by the authorities, Ms. Tho and Ms. Loan were not land users, but the two plots of land mentioned above were public land managed by the People's Committee of Binh Son Commune. Afterwards, Ms. Tho and Ms. Loan transferred the right to use the two plots of land to another person for about 12.5 billion VND and were granted land use right certificates by the provincial Department of Natural Resources and Environment. The consequences of the above actions caused the State to lose the right to manage and use the two public plots of land, causing damage to State assets of more than 18 billion VND.
