Plan to arrange and resolve policies and regimes for nearly 800 redundant cadres and civil servants when merging commune levels in Nghe An
After merging commune levels and arranging cadres and civil servants in new communes according to regulations, it is expected that there will be a surplus of 799 cadres and civil servants (374 cadres and 425 civil servants).

In the period of 2023 - 2025, Nghe An province will reorganize 92 commune-level administrative units (65 unqualified units and 27 adjacent qualified units) into 44 units (of which 43 units will be newly established and 1 administrative unit will partially adjust its natural area and population).
According to statistics, the staff and civil servants of communes, wards and towns subject to rearrangement and adjacent areas are 1,712 people (885 staff, 827 civil servants).
After the arrangement, the whole province reduced 48 commune-level administrative units, from the current 460 to 412 units including: 362 communes, 17 towns, and 33 wards.
According to the Project on rearranging commune-level administrative units in Nghe An province, in the period of 2023 - 2025, according to regulations, it is expected that 913 cadres and civil servants (514 cadres, 399 civil servants) will be arranged in 43 commune-level administrative units formed after the rearrangement.
Thus, after arranging cadres and civil servants in new communes according to regulations, it is expected that there will be a surplus of 799 cadres and civil servants (374 cadres, 425 civil servants).
Accordingly, for redundant cadres and civil servants, the following options will be arranged and resolved: Retirement benefits according to the Law on Social Insurance; immediate resignation.
Resolving retirement according to Decree No. 26/2015/ND-CP stipulating regimes and policies for cadres who do not meet the age requirements for re-election or re-appointment to positions and titles according to their terms in agencies of the Communist Party of Vietnam, the State, and socio-political organizations and according to Decree 29/2023/ND-CP dated June 3, 2023 of the Government stipulating staff streamlining.
In addition, transfer cadres and civil servants to work in other units with vacant positions or titles or lack of cadres and civil servants in organizations of the political system at the commune level; receive and recruit civil servants at higher levels (district and provincial levels) if they meet the appropriate qualifications and professional qualifications.
For communes with a large population of ethnic minorities, it is necessary to pay attention to the policy of giving priority to selecting ethnic minority officials and civil servants to continue to arrange and assign work in new communes after the arrangement.
At the same time, continue to arrange redundant cadres and civil servants within 5 years (according to Resolution No. 35/2023/UBTVQH15) and gradually streamline when conditions permit.
Recently, the People's Council of Nghe An province passed a resolution approving the policy of rearranging commune-level administrative units in Nghe An province, period 2023 - 2025.
Pursuant to the Resolution of the Provincial People's Council, the Department of Home Affairs advised the Provincial People's Committee to complete the dossier of the Project on rearranging administrative units at district and commune levels and send it to the Ministry of Home Affairs for appraisal and submission to the Government for reporting to the National Assembly Standing Committee for consideration and decision in the coming time.
