Personnel plan submitted to the Government Party Congress ensures structure and standards
This morning, under the chairmanship of General Secretary To Lam, the Politburo worked with the Standing Committee of the Government Party Committee to give opinions on draft documents, personnel plans and preparations for the 1st Government Party Congress, term 2025-2030.
At the meeting, the Politburo listened to a representative of the Government Party Committee's Standing Committee report on the drafting of documents and personnel plans for the 2025-2030 term, and a report on receiving and explaining comments from central ministries, departments and branches.
The Politburo assessed that the draft documents and personnel plans had been carefully, seriously, and elaborately prepared by the Government Party Committee in accordance with regulations and instructions of the Central Committee.
The content of the document has thoroughly grasped the major viewpoints and orientations in the draft documents of the 14th National Party Congress, the resolutions, conclusions and directives of the Party Central Committee and the Politburo and is close to the practical situation of the Party Committee; the basic personnel plan ensures the structure, quantity, standards and conditions according to regulations.
The Politburo members basically agreed with the draft documents submitted to the Congress by the Government Party Committee, and gave their enthusiastic, responsible, and profound comments to supplement and perfect the Congress documents.

Concluding the meeting, General Secretary To Lam requested the Government Party Committee Standing Committee to absorb the opinions of Politburo members and reasonable suggestions from central departments, ministries and branches to complete documents and personnel plans, and continue to carefully prepare for the successful organization of the Party Congress for the 2025-2030 term.
General Secretary To Lam emphasized that in the coming term, it is necessary to determine the guiding viewpoints in the Political Report in accordance with the most important position and role of the Government Party Committee in the system of Party organizations directly under the Central Committee, as the core of direct leadership and direction for the Government and Party Committees of ministries, branches, corporations, general companies, banks, and large enterprises.
The Government Party Committee needs to closely follow, update and specify the contents of the draft documents of the 14th National Party Congress related to the Government's responsibility for socio-economic development, ensuring national defense and security, with the overarching task of promoting socio-economic development, ensuring national defense and security, strengthening foreign affairs, implementing social progress and equality, improving people's lives to set out appropriate visions and targets for each stage and period. In addition, the Government Party Committee needs to review the mechanisms and policies that must be cleared, handled and removed to complete the set goals, especially the institutionalization of new policies and orientations of the Party Central Committee.
The General Secretary noted the focus on perfecting development institutions in conjunction with building a socialist rule-of-law state that creates development, is honest, acts, and serves the people; paying attention to perfecting institutions and laws, especially in the fields of investment, land, planning, expanding the development space of the country, regions, sectors, fields, and localities, liberating production capacity, mobilizing all resources, and creating new momentum for development.
At the same time, according to the General Secretary, there should be a policy to mobilize private sector resources to participate in key infrastructure projects such as highways, high-speed railways, urban railways, energy infrastructure, defense industry, and security.h; effectively deploy the operations of the International Financial Center, free trade zones and new economic models...
The General Secretary requested to promote industrialization, modernization, economic restructuring, establish a new growth model with science, technology, innovation and digital transformation as the main driving force; strongly develop the digital economy, knowledge-based economy, with high added value, global competitiveness, especially new industries and technologies.
The development of the State economy plays a leading role in ensuring macroeconomic stability, major balances, strategic orientation, and leading the economy. In addition, the private economy is the most important driving force of the national economy; selectively attracting investment sources from outside (both direct and indirect).
The General Secretary proposed continuing to focus resources on developing synchronous, modern, smart, internationally connected infrastructure; effectively exploiting and expanding new development spaces, taking urban areas as the driving force for regional development; infrastructure connecting large cities and industrial development centers; developing energy infrastructure to meet the requirements of high economic growth in the new period, ensuring energy security.
According to the General Secretary, investment in a number of nuclear power plants needs to be carried out on an appropriate scale, with new and safe technology; developing synchronous and modern urban infrastructure and transport; focusing investment resources and modernizing digital infrastructure; developing telecommunications and technology infrastructure to meet the essential infrastructure requirements of the digital economy, especially e-commerce; developing synchronous and modern cultural and social infrastructure; investing in the construction of a number of key national cultural, sports, educational and medical works of regional and international significance.
Besides, it is necessary to focus on improving people's material and spiritual life and health; specifying tasks and solutions to implement the policy of closely combining economic growth with progress, social equity, comprehensive human development, and caring for people's lives.
The Government Party Committee focused on directing the implementation of the Politburo's resolutions and conclusions on breakthroughs in education development and people's health care; perfecting and modernizing the organizational model and methods of social development management, solving social problems; improving social welfare for all people, ensuring that all people enjoy the fruits of development.
The General Secretary also noted that it is necessary to continue to consolidate and strengthen national defense, ensure national security, maintain social order and safety, and create a peaceful and stable environment for national development; improve the effectiveness of foreign affairs and international integration, focusing on economic diplomacy, and promote Vietnam's role, position, and prestige to serve the development of a rich, civilized, prosperous, and prosperous country.
