Tri Le is a border commune located in the southwest of Que Phong district, 30 km from the district center, with a border length of more than 18 km with 8 landmarks. The commune has 2,038 households and 10,233 people, including 4 ethnic groups: Thai, Kinh, Mong and Kho Mu living in 33 hamlets and villages, of which 31 hamlets and villages are expected to be merged into 14 hamlets and villages. Currently, the whole Que Phong district has 194 hamlets, villages, and blocks (hamlets), of which if compared with the criteria of number of households/hamlet, only 8 hamlets reach 100%, 55 hamlets from 50% to under 100% and 131 hamlets below 50%.
Based on the situation, regulations, instructions and actual situation in the locality, it is expected that Que Phong will merge 168 hamlets, of which 44 hamlets are over 50% and 124 hamlets are under 50% in terms of population size compared to regulations.
The number of hamlets formed after the merger is 81, of which 25 hamlets reach 100%, 56 hamlets reach over 50%. The total number of hamlets that do not need to be merged is 26, of which 7 hamlets with less than 50% have not been merged.
Thus, after the merger, Que Phong reduced 87 hamlets and the whole district only had 107 hamlets in 14 communes and towns.
According to Circular No. 14/2018/TT-BNV dated December 3, 2018 of the Ministry of Home Affairs on the organization and operation of villages and residential groups, the scale of households in the Central provinces is specifically regulated: hamlets and villages in communes have 250 households or more; blocks in wards and towns have 300 households or more; villages and hamlets in border communes have 100 households or more.
