CUA NAM WARD (Vinh City): Consensus, steady progress towards development

(Baonghean) - Cua Nam Ward is located west of Vinh City, covering an area of ​​nearly 200 hectares, with a population of 15,000 people.

Although it is an inner-city ward, socio-economic life still faces many difficulties; the vast majority of people are engaged in handicrafts, production and business, small-scale trading, services, commerce, and general labor. Infrastructure has not been invested in comprehensively; roads and drainage ditches in residential areas are mainly built through mobilized resources and contributions from the people. Some planning areas have been slow to implement, such as the Vinh Ancient Citadel planning and the Cua Nam fish pond park, which has significantly affected the stable living conditions of the people. Cultural institutions have not been adequately invested in. The political security and social order situation always has the potential for complexity. The ward is also a center of religious activities with the Cau Ram Parish and the Can Linh Pagoda.

Faced with these difficulties and challenges, the 9th Party Congress of the ward, for the term 2010-2015, closely followed the local situation and characteristics, identified key objectives and tasks to focus on leading and directing their implementation; after 5 years, encouraging results have been achieved.

Annual economic growth averaged 7-7.5%, the economic structure shifted in the right direction, economic sectors boldly invested in production and business, people's lives became increasingly stable, and the quality of life improved. At the beginning of the term, the poverty rate was high (3.2%), but now it is only 1%. Currently, 100% of households have access to clean water, receive basic healthcare, and fully benefit from state policies and programs. The percentage of well-off and wealthy households increased rapidly, and dilapidated housing was largely eliminated. The cultural and social sectors have developed relatively evenly and comprehensively; education and healthcare meet national standards; cultural, artistic, and sports movements are widespread and vibrant. People's awareness of urban cultural lifestyles is increasingly improving; outdated customs and social evils are gradually being pushed back.

In addition, the Party Committee has taken advantage of the attention, support, and assistance from the city and province, resulting in investments in urban infrastructure such as: the North-South railway overpass, dredging and embankment construction of Thanh Lake, and the riverside tourism road project... The Party Committee has also proactively created favorable conditions for businesses to exploit abandoned pond and lake areas, invest in the formation of modern residential areas, commercial and service centers, and expand the urban space in the west of the ward, making the ward's urban landscape increasingly spacious, clean, and beautiful.

Furthermore, the Party Committee, together with the city, requested the province to adjust the planning of the Ancient Citadel with an area of ​​4,000m2 to build a new, modern kindergarten according to national standards, and a cultural center/meeting hall for the ward to meet the local community's needs. Regarding national defense and security, despite the area being a key and complex location, the Party Committee has closely monitored all developments, proactively preventing and effectively combating various types of crime, building a strong mass movement to protect national security, ensuring the unit is safe, self-reliant, and ready for combat. They have propagated and mobilized the people to effectively implement the Party and State's policy on freedom of religion. They have resolutely fought against those who exploit religious policies to cause political instability, disrupt social order, and sow discord among the people. Therefore, over the years, political security and social order in the area have been maintained, preventing major incidents and complex mass protests, thus building trust among officials and the people.

To achieve these results, the Party Committee focused on effectively carrying out political and ideological work, promptly addressing public opinion and social issues of concern to the people. It fostered unity and consensus within the Party organization, enhancing the fighting capacity of grassroots Party organizations. It seriously implemented Directive 03 of the Politburo on continuing to promote the study and emulation of Ho Chi Minh's moral example, in conjunction with regularly reviewing the implementation of Resolution No. 4 of the 11th Central Committee of the Party on "Some urgent issues concerning Party building today." It consistently provided leadership and guidance to the government and mass organizations within the political system to effectively implement the political tasks set forth in the Resolution of the Ward Party Congress.

Entering the 10th Party Congress of Cua Nam Ward, for the term 2015-2020, facing extremely favorable opportunities, in the strong development trend of the city and the province, along with high unity and consensus within the Party Committee, and the support and approval of all strata of the people; we believe that the goals and tasks set forth in the Resolution of the 10th Party Congress of Cua Nam Ward will be effectively implemented, which will be the basis for Cua Nam Ward to move forward strongly and steadily in the coming time.
