Le Mao Ward (Vinh City): Leveraging advantages, moving forward steadily.

(Baonghean) - Constantly overcoming difficulties, with a spirit of unity, the Party Committee and people of Le Mao ward (Vinh City) have strived to achieve many important results: 32 out of 35 targets have been met or exceeded; the economy has grown significantly, technical infrastructure has developed strongly, culture and society have made many advances, and national defense and security are ensured. The lives of the people have gradually improved.

During the 2010-2015 term, the ward's average annual economic growth rate reached 8.4%. The economic structure shifted in the right direction. Per capita income increased from 39 million VND in 2010 to an estimated 85.6 million VND in 2015. To date, the ward has established several specialized streets for electronics, fashion, and fresh seafood. It mobilized 65 billion VND from various sources, providing loans to 1,700 households for investment, expansion of production, business, and services. Simultaneously, infrastructure projects in the area were expanded, contributing to the development of household economies such as aluminum and glass, cultural products, and general consumer services; the number of households engaged in production and business increased from 855 to 989; the quality of services has improved, and products have become more diverse and abundant.

Urban planning and management have consistently been prioritized and focused on in all aspects of planning and management, urban order, and environmental sanitation. The Party Committee has led the implementation of Directive 05 of the Standing Committee of the City Party Committee "On strengthening the Party's leadership over urban order and environmental sanitation." The management, inspection, and handling of violations related to urban order and environmental sanitation have gradually become more systematic, and the people's compliance awareness has improved. The Party Committee has directed the construction of safe, green, clean, and beautiful roads and maintained the quality of 51 civilized alleyways, creating an increasingly clean and attractive urban landscape for the ward. During the past term, the pace of basic construction in the area has been quite good. To date, the ward has invested in and completed 18 construction projects with a total investment of 35,788,293,503 VND, of which the people contributed 8,788,085,000 VND. In addition, residential blocks have socialized resources to strengthen the infrastructure system in their blocks with more than 1.5 billion VND...

The ward also has a strong cultural and artistic movement; education and training are constantly being cared for, with a 100% enrollment rate of students of the correct age. The primary school maintains its status as a national standard school at level II. Policies for war veterans, families of war veterans, gratitude and repayment, poverty alleviation, and job creation are well implemented. During the term, 750 jobs were created.

The achievements of the past term are an important foundation for the Le Mao Ward Party Committee to create new momentum and strength for the locality to continue successfully implementing the goals set forth in the Resolution of the Ward Party Congress for the 2015-2020 term. These include: continuing to improve leadership and guidance capacity, leveraging internal resources, attracting external resources, and taking advantage of support from higher levels to build a strong ward in terms of political system, stable, comprehensive, and sustainable development, and constantly caring for the material and spiritual lives of the people. The main targets to strive for are: an economic growth rate of 10-12% for the entire period; a total production value of 1,564 billion VND by the end of the term; an average per capita added value of 140.6 million VND; and a strong shift in the economic structure towards a trade-service ratio of 88-89% and an industry-construction ratio of 11-12%. Total social investment in the area is 970 - 1,000 billion VND; the percentage of families meeting cultural standards is 93 - 97%; building the title of "Ward meeting urban civilization standards"...

To achieve the set goals and targets, the Party Committee of the ward focuses on implementing the following tasks and solutions: In the field of trade and services, create favorable conditions for households and individuals to develop their economy. Effectively manage the activities of business households. Leverage advantages and expand business, services, and trade primarily along the main roads of Nguyen Thi Minh Khai, Tran Phu, Dinh Cong Trang, Ngu Hai, Hong Bang, etc. Continue to effectively mobilize capital from the Social Policy Bank, savings and credit funds of mass organizations, ensuring capital for people to invest in and expand production, business, and services effectively. Pay attention to replicating successful household economic models such as: food and beverage, aluminum and glass, food processing, etc.

Regarding urban management, based on the approved and published general planning of Vinh City until 2030 with a vision to 2050, focus on reviewing and developing proposals for approving adjustments to the functional zoning plans of the wards, publishing and strengthening planning management, and regularly inspecting and promptly handling cases of planning violations.

In the socio-cultural field, focus on building a cultural and spiritual life for the people, promoting the "All people unite to build a cultural life in residential areas" movement, improving the quality and percentage of cultural families, cultural blocks, and civilized streets; strengthening state management in education and health and promoting movements to boost social welfare; developing a sustainable poverty alleviation plan, striving to eliminate poverty in the ward by the end of the term. Effectively implement job placement, labor export, and vocational training for workers in need within the ward...

To achieve the above goals and targets, the Le Mao Ward Party Congress for the 2015-2020 term, with the theme "Unity, Democracy, Creativity, Innovation, and Development," sets the goal of being a ward worthy of its status as the central ward of the city, maintaining its title as a clean, strong, and exemplary Party Committee. We are confident that with the efforts of cadres, Party members, and the people of the entire ward, the targets set forth in the Resolution of the Congress will be achieved to the best of our ability, thereby making a worthy contribution to the overall development of Vinh City.
