Le Mao Ward (Vinh City): Promoting advantages, growing steadily

(Baonghean) - Constantly overcoming difficulties, with the spirit of solidarity, the Party Committee and people of Le Mao Ward (Vinh City) strive to achieve many important results: 32/35 targets were achieved and exceeded; the economy grew well, technical infrastructure developed strongly, culture and society made many advances, national defense and security were ensured. People's lives were gradually improved.

During the 2010 - 2015 term, the ward's average annual economic growth rate reached 8.4%. The economic structure shifted in the right direction. The average income per capita increased from 39 million VND in 2010 and is estimated to reach 85.6 million VND in 2015. Up to now, the ward has formed a number of streets specializing in electronics, fashion, fresh seafood, etc. Mobilizing 65 billion VND from different sources, meeting the needs of 1,700 households to borrow for investment, expand production, business, and services. At the same time, infrastructure projects in the area were invested and expanded, contributing to promoting the development of household economy such as aluminum and glass, cultural products, and general consumer services; the number of production and business households increased from 855 to 989 households; the quality of service types is increasingly developing, with diverse and abundant products.

Urban planning and management are regularly valued and focused on all aspects of planning and management, urban order, and environmental sanitation. The Party Committee has led the implementation of Directive 05 of the Standing Committee of the City Party Committee "On strengthening the Party's leadership in urban order and environmental sanitation". The management, inspection and handling of violations of urban order and environmental sanitation have gradually become routine, and people's awareness of compliance has improved day by day. Directing the construction of safe, green, clean and beautiful roads and sections and maintaining the quality of 51 civilized alleys, creating an increasingly clean and beautiful urban appearance of the ward. During the past term, the speed of basic construction in the area has been quite good. Up to now, the ward has invested in and completed 18 construction items with a total investment of 35,788,293,503 billion VND, of which the people contributed 8,788,085,000 billion VND. In addition, the residential blocks have socialized to consolidate the infrastructure system in the block with more than 1.5 billion VND...

The ward also has a strong cultural and artistic movement; education and training are constantly cared for with the rate of mobilizing students to attend class at the right age reaching 100%. The primary school maintains the national standard level II school. Policies for people with meritorious services, policy families, gratitude work, hunger eradication, poverty reduction, and job creation are well implemented. During the term, jobs were created for 750 workers.

The achievements of the past term are an important premise for the Party Committee of Le Mao Ward to create a new position and strength for the locality to continue to successfully implement the goals set out in the Resolution of the Party Congress of the Ward for the 2015 - 2020 term. That is, to continue to improve leadership and direction capacity, promote internal resources, attract external resources, and seek support from superiors to build a strong ward in terms of political system, develop stably, comprehensively and firmly, and constantly care for the material and spiritual life of the people. The main targets to strive for are: The economic growth rate for the whole period reaches 10 - 12%, the total production value by the end of the term reaches 1,564 billion VND; the average added value per capita reaches 140.6 million VND; the economic structure shifts strongly with the proportion of trade - services accounting for 88 - 89%, industry - construction accounting for 11 - 12%; Total social investment capital in the area is 970 - 1,000 billion VND; the rate of families meeting cultural standards is 93 - 97%; building the title "Ward meeting urban civilization standards"...

To achieve the set goals and targets, the Ward Party Committee focuses on implementing the following tasks and solutions: In the field of trade and services, create favorable conditions for households and individuals to develop the economy. Manage the activities of business households well. Promote advantages, expand business, services, and trade mainly on the roads of Nguyen Thi Minh Khai, Tran Phu, Dinh Cong Trang, Ngu Hai, Hong Bang... Continue to effectively mobilize capital sources from the Social Policy Bank, credit and savings funds of mass organizations, ensure capital sources for people to invest, expand production, business, and services effectively. Pay attention to replicating effective household economic models such as: food and beverage, aluminum and glass, food processing...

Regarding urban management, based on the approved and announced master plan of Vinh City to 2030 with a vision to 2050, focus on reviewing to develop a plan to propose approval of adjustments to the functional zoning plan of the ward, announce and strengthen planning management, regularly inspect and promptly handle cases of planning violations.

In the field of culture and society, focus on building a spiritual and cultural life for the people, promote the movement "All people unite to build a cultural life in residential areas", improve the quality and rate of cultural families, cultural blocks, civilized alleys; strengthen state management of education, health care and promote movements to promote social security; build a sustainable poverty reduction project, strive to have no poor households at the end of the ward's term. Do a good job of introducing jobs, exporting labor, and providing vocational training for workers in need in the ward...

To achieve the above goals and targets, the Party Congress of Le Mao Ward for the 2015 - 2020 term with the theme "Solidarity, democracy, creativity, innovation and development" sets the goal of being worthy of being the central ward of the city, maintaining the title of a typical clean and strong Party Committee. We believe that with the efforts of cadres, party members and people of the entire ward, the targets set by the Resolution of the Congress will reach the most positive level, thereby contributing worthily to the overall development of Vinh City.
