Quang Trung Ward (Vinh City) launches online appointment scheduling software.

The software is built as a mini-app integrated directly into Zalo. Residents simply need to log into their Zalo account, access the mini-app, search for Quang Trung ward or the provided QR code, select the procedure they need to complete, and schedule an appointment at their desired time. The system will automatically assign a queue number and schedule a specific time, saving residents from having to arrive early to queue or wait for a long time.

This is one of the first ward-level models in the province to implement a smart appointment scheduling application on a platform popular with citizens, helping to reduce pressure on both the government and citizens.

Speaking at the ceremony, a representative from the ward's People's Committee stated that the implementation of the application is part of the 2025 digital transformation plan and a practical step to improve the quality of service at the "One-Stop" service center. After the merger of Le Mao and Doi Cung wards, Quang Trung became the ward with the largest population in Vinh City (over 38,500 people), with a large number of administrative transactions daily. Meanwhile, the One-Stop service center only has an area of ​​140m², and many officials and civil servants have to handle multiple tasks.

"In reality, there are days when people arrive at 7 a.m. but have to wait until noon for their turn. The launch of the software helps people manage their time more effectively, saving them travel time, while allowing officials to arrange their duty schedules more efficiently," shared Mr. Dang Hieu Lam, Chairman of the Quang Trung Ward People's Committee.

The software is designed to be simple and easy to use, requiring no new application installation or account creation. This aligns with current technological habits, as most people are already familiar with using Zalo for communication and work. Each transaction only requires a few basic steps to complete the appointment scheduling.

Mr. Vo Van Xo, residing in Block 6, Quang Trung Ward, was one of the first to experience the service and shared: “I used Zalo to book an appointment, which only took a few minutes. I arrived on time and was called by name; there was no crowding or waiting like before. It's much more convenient and civilized.”

Besides being convenient for citizens, the application also helps the One-Stop Service department anticipate the number of applications each day, thereby allocating appropriate personnel to handle administrative procedures while ensuring other professional tasks are completed. At the same time, it also contributes to reducing the burden on the limited infrastructure and space at the reception area.

To ensure the application's effectiveness, Quang Trung ward requested all officials and civil servants at the One-Stop Service center to immediately implement its use after the launch ceremony, while actively guiding residents and businesses to familiarize themselves with the new transaction method. The Party Committee, the Fatherland Front, and other ward organizations, as well as the Party committees of residential blocks, were also mobilized to widely disseminate information about the software's benefits to every household.

Representatives from the implementation consulting unit stated that they will continue to support the ward during the operation process and will also take user feedback into account to update and improve the software's features in the future.

The online appointment scheduling application in Quang Trung ward is a prime example of an innovative, cost-effective, and efficient approach to grassroots administrative reform. This is not only the beginning of the digitalization of public services but also a model that can be replicated in other wards and communes throughout the city.
