According to the Nghe An Province Hydrometeorological Station, at 4:00 p.m. on August 24, the center of storm No. 5 was at approximately 17.6 degrees North latitude; 109.9 degrees East longitude, approximately 470 km from the mainland of Nghe An province and 450 km from Ha Tinh province to the East Southeast. The strongest wind near the center of the storm was at level 13-14 (134-166 km/h), gusting to level 16.

The storm is moving west at a speed of about 20 km/h and is forecast to strengthen further before approaching the mainland. It is forecast that tomorrow evening (August 25), the storm will make landfall in the provinces from Thanh Hoa to Quang Tri. The disaster risk level has been raised to level 4 (very high) in coastal waters from Thanh Hoa to Quang Tri and on the mainland of these provinces when the storm makes landfall. From the afternoon and night of August 24, the sea area of ​​Nghe An province (including Hon Ngu island) will have winds gradually increasing to level 7-9, then increasing to level 10-11, the area near the storm's eye will have strong winds of level 12-14, gusting to level 16. Waves are 5.0-7m high, near the storm's eye waves are 8-10m high. The sea is rough. Coastal areas of Nghe An province need to be on guard against storm surges of 0.5-1.5m high. High risk of flooding in low-lying coastal areas and river mouths due to big waves and rising water in the afternoon and evening of August 25.

The meteorological agency warns that the weather at sea and in coastal areas during the storm is extremely dangerous and unsafe for any means of transport or construction. Ships, boats, cages, and aquaculture areas are at high risk of capsizing, destruction, and flooding.

Local leaders reported and implemented the directions of the Secretariat, the Prime Minister, the Standing Committee of the Provincial Party Committee, and the Chairman of the Provincial People's Committee. Communes and wards along the coast have been drastically organizing response measures to storm No. 5 with the motto "4 on-site".

After listening to the report and inspecting the situation, the Provincial Party Secretary acknowledged and highly appreciated the preparation work to respond to storm No. 5 of the localities; at the same time, he emphasized that this is a storm that is forecast to be very strong, moving quickly, the scope and intensity of influence on the sea and land is very wide and dangerous, therefore, we absolutely must not be negligent or subjective.

The Chairman of the Provincial People's Committee requested local authorities and functional forces to coordinate closely and resolutely request fishermen to move their boats, rafts and cages to safe places. At the same time, aquaculture households need to be instructed to reinforce and tie them securely to minimize damage when the storm hits.

The Chairman of the Provincial People's Committee also noted that, in parallel with ensuring the safety of the vehicles, it is necessary to focus on protecting the lives of fishermen. Any cases of intentionally staying on ships and boats when the storm comes must be propagated and urgently evacuated, determined to prevent unfortunate situations from happening.

In the coastal commune of An Chau, a densely populated area with about 43,000 people, Chairman of the Provincial People's Committee Le Hong Vinh personally walked along the sea dike to inspect the current situation, and at the same time, listened to reports on storm response preparations from the Party Committee, government and people. This is one of the key areas that is easily affected when a storm makes landfall, because it is both densely populated and has many aquaculture households.

At the time of inspection, Vuc Mau Lake had a low water level. The Vuc Mau Lake management unit was discharging 1 gate with a flow of 72 m3/s. The company must closely follow weather developments, instructions from the Provincial Party Committee, the Provincial People's Committee and the Department of Agriculture and Environment to have a timely plan to discharge flood to ensure the safety of the reservoir and downstream areas.

Next, the provincial delegation inspected the concentrated aquaculture area in Quynh Mai ward. This area has a total area of ​​330 hectares. Of which, people are currently raising 80 hectares of shrimp that are about to be harvested.

The delegation also inspected the Mo River system - responsible for draining water to avoid flooding in aquaculture areas.

Thanh Vinh ward leaders "went to every alley, knocked on every door", mobilizing residents in old apartment buildings to evacuate urgently before storm No. 5 made landfall.

Faced with the complicated developments of storm No. 5, the authorities of Thanh Vinh ward, Nghe An province have implemented an emergency evacuation plan for more than 1,000 residents living in old, degraded apartment buildings to ensure the safety of people's lives.

Speaking to reporters of Nghe An Newspaper and Radio and Television, Mr. Nguyen Sy Dieu - Chairman of Thanh Vinh Ward People's Committee said: "Storm No. 5 is considered a strong storm, affecting Nghe An, therefore, evacuating people from weak points and old apartment buildings is a mandatory task that must be carried out immediately to ensure absolute safety for the people. All people must leave the dangerous area before 7:00 p.m. on August 24."

It is known that Thanh Vinh ward hasorganize the relocation of more than 1,000 people. Including residents in buildings C2, C3, C4, C5, C6 and D2 of the old Quang Trung apartment building. In addition, nearly 300 households in old apartment buildings in the wards of Cua Nam, Hung Binh, Doi Cung, Le Loi (old) ... are also forced to leave due to the risk of collapse or flooding when heavy rain and storms occur.
