According to the latest emergency storm bulletin, issued at 11:00 PM on August 24th by the Nghe An Provincial Meteorological and Hydrological Station, Typhoon No. 5 is very strong, moving rapidly, and is forecast to directly affect Nghe An with extremely destructive power, causing strong gusts of wind on land, violent sea waves, and a period of very heavy rain over a wide area.

In order to promptly respond to Typhoon No. 5 (Typhoon Kajiki), on the afternoon of August 24, Military Region 4 held a conference to assign tasks for deployment.Efforts to prevent and mitigate the effects of Typhoon No. 5Lieutenant General Ha Tho Binh - Commander of the Military Region - presided over the conference.

Given the complex developments of Typhoon No. 5, the Military Region Command organized three inspection teams to direct preparations for responding to Typhoon No. 5 and heavy rain, flooding, and flash floods in the provinces of Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, and Hue City. They coordinated with local authorities to implement response measures based on the "four on-the-spot" principle, ready to deploy forces and resources to evacuate people from dangerous areas to safe locations.

The military region directed 116,940 personnel in various units to prepare forces ready to participate in responding to the storm (including 15,365 regular troops and 101,575 militia and self-defense forces); and 1,213 vehicles of various types (including 635 cars, 31 specialized vehicles, and 547 boats of various types).

According to the emergency storm bulletin updated at 8:00 PM on August 24th by the Nghe An Provincial Meteorological and Hydrological Station,Typhoon No. 5 has intensified to level 14, with gusts reaching level 17.and is approaching the sea off Nghe An province. Forecasts indicate that by early tomorrow morning, the mainland of Nghe An province will experience strong winds of level 12-14, gusting to level 15-16.

At 7 PM on August 24th, the typhoon's center was located at approximately 17.9 degrees North latitude and 109.4 degrees East longitude, only about 410km east-southeast of Nghe An province. Compared to the afternoon report, the typhoon had moved 60km closer to land.

The most dangerous aspect is that the storm has intensified. The strongest winds near the storm's center are currently at level 14 (150-166 km/h), with gusts up to level 17. The storm continues to move westward at a speed of approximately 15-20 km/h and has the potential to strengthen further.

Given the complex developments of Typhoon No. 5, infrastructure investors and businesses in industrial parks are mobilizing manpower to reinforce factory buildings and roofs, and organize the raising and securing of electrical cabinets... in order to minimize property damage when the typhoon makes landfall.

Businesses in the Southeast Economic Zone are urgently responding to Typhoon No. 5.

Anticipating the devastating impact of Typhoon No. 5 if it makes landfall in Nghe An, local authorities in the highland communes are extremely worried, especially in areas that have just recovered from recent floods. With close guidance from all levels and sectors, the highland localities have begun relocating residents to safe shelters to avoid the storm.

On the evening of August 24th, after a meeting with local authorities,Prime Minister Pham Minh ChinhHe personally inspected and directed the response efforts to Typhoon No. 5 in localities throughout Nghe An province.

Accompanying them were members of the Central Committee of the Communist Party of Vietnam: Tran Duc Thang - Acting Minister of Agriculture and Environment, Lieutenant General Nguyen Van Hien - Deputy Minister of National Defense, and other members of the Government delegation..

Representing Military Region 4 were Lieutenant General Ha Tho Binh - Commander of Military Region 4; and Major General Doan Xuan Buong - Secretary of the Party Committee and Political Commissar of Military Region 4.
The leaders of Nghe An province included: Nguyen Duc Trung - Secretary of the Provincial Party Committee; and Le Hong Vinh - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee.

At Cua Lo Port, the Prime Minister ordered the relocation of people on boats and aquaculture rafts to safe areas. Those who do not comply will be subject to coercive measures to ensure the safety of the people.

At the same time, measures must be taken to ensure the safety of people's property and prevent collisions and fires between boats. Absolutely no boats should be allowed to go out to sea.

The Prime Minister instructed the military to prepare standby forces, ready to provide support to other localities when needed, following the "four on-the-spot" principle, and to avoid any complacency or negligence.

On behalf of the leadership of Nghe An province, Provincial Party Secretary Nguyen Duc Trung reported to the Prime Minister on the province's response efforts.

Accordingly, as of 3 PM on August 24th, the number of vessels from Nghe An province anchored at ports was 2,915, with 13,210 workers. Three fishing vessels with 30 workers were operating at sea in the waters off Phu Yen province. All vessels operating at sea had received notification about the location and direction of Typhoon No. 5.

More than 1,061 large and small irrigation reservoirs and dams in the province are being operated by local authorities and units according to approved disaster prevention plans.

Nghe An province has 23 hydroelectric reservoirs currently in operation, of which only Ban Ve and Hua Na are year-round regulating reservoirs, while the rest are 24/7 regulating reservoirs.

The hydroelectric reservoirs are currently operating normally according to the procedures approved by the Ministry of Industry and Trade and the People's Committee of Nghe An province. Currently, five hydroelectric reservoirs are operating their sluice gates: Ban Ve, Ban Ang, Khe Bo, Chi Khe, and Hua Na.

Regarding agricultural production, localities are currently urgently implementing harvesting with the motto "better to harvest while the crop is still green than to let it rot in the field."

In particular, prioritizing the safety of people's lives above all else, the province has requested localities to urgently review and implement evacuation plans for residents in unsafe areas, especially in weak houses, low-lying residential areas, areas at risk of coastal and riverbank erosion, areas affected by large waves, flooding due to rising sea levels, heavy rains, and areas at risk of flash floods and landslides.

Strictly prohibit people from remaining on boats, rafts, or aquaculture watchtowers when the storm directly impacts the area; if necessary, coercive measures must be implemented to ensure people's safety; disseminate information and guide people on safety skills and risk reduction during floods; strictly prohibit people from collecting firewood, fishing, etc., in rivers, streams, and downstream of reservoirs and dams during floods; absolutely prevent people from having a complacent attitude before, during, and after floods.

In his opening remarks at the meeting, the Prime Minister emphasized the principle of "prevention is better than cure," and called for the highest level of preparation, especially in protecting the lives of the people.

Recalling the heavy losses caused by natural disasters, especially in terms of human lives, in 2024 and the first months of 2025, the Prime Minister emphasized that the overarching principle in responding to Typhoon No. 5 is to prioritize the safety of people's lives above all else.

Therefore, given the complex developments of Typhoon No. 5, the Prime Minister requested all levels, sectors, and localities to proactively prepare starting today, with the highest level of readiness; and at the same time, thoroughly review and be ready to activate response plans.

The National Steering Committee on Civil Defense has established a forward command post at the 4th Military Region Command, serving as a central coordinating hub, working closely with the Ministry of Agriculture and Rural Development, the Ministry of Natural Resources and Environment, and other relevant forces. Following the meeting, the Prime Minister will personally inspect the preparations in several key areas.

During the meeting, Prime Minister Pham Minh Chinh listened to reports from leaders of the Ministry of Agriculture and Environment; leaders of Hue city and the provinces of Quang Tri, Ha Tinh, Nghe An, Thanh Hoa… on their response to Typhoon No. 5.

On the evening of August 24th, Comrade Pham Minh Chinh - Member of the Political Bureau and Prime Minister of the Government - was present at the Government's Forward Command Post located at the 4th Military Region Command in Nghe An province to directly command the response to Typhoon No. 5.

According to the Nghe An Provincial Meteorological and Hydrological Station, at 4 PM on August 24th, the center of Typhoon No. 5 was located at approximately 17.6 degrees North latitude and 109.9 degrees East longitude, about 470 km east-southeast of the coast of Nghe An province and about 450 km east-southeast of Ha Tinh province. The strongest winds near the center of the typhoon were at level 13-14 (134-166 km/hour), with gusts up to level 16.

The storm is moving westward at a speed of approximately 20 km/h and is forecast to intensify further before making landfall. It is predicted that by late tomorrow evening (August 25th), the storm will make landfall in the provinces from Thanh Hoa to Quang Tri. The level of natural disaster risk has been raised to level 4 (very high) in the coastal waters from Thanh Hoa to Quang Tri and on land in these provinces upon landfall. From the afternoon and night of August 24th, the sea area off Nghe An province (including Hon Ngu island) will experience gradually increasing winds of level 7-9, then increasing to level 10-11, with winds near the storm's center reaching level 12-14, gusting to level 16. Sea waves will be 5.0-7 meters high, with waves near the storm's center reaching 8-10 meters. The sea will be extremely rough. Coastal areas of Nghe An province should be wary of storm surge of 0.5-1.5 meters. There is a high risk of flooding in low-lying coastal areas and river mouths due to large waves and rising water levels in the afternoon and evening of August 25th.

The meteorological agency warns that weather conditions at sea and in coastal areas during the storm are extremely dangerous and unsafe for any vessels or structures. Ships, boats, rafts, and aquaculture farms are at high risk of capsizing, destruction, and flooding.

Given the complex developments of Typhoon No. 5, the authorities of Thanh Vinh ward, Nghe An province, have implemented an emergency evacuation plan for more than 1,000 residents living in dilapidated old apartment buildings and housing complexes to ensure their safety.

It is known that Thanh Vinh ward hasThe organization relocated over 1,000 people.This includes residents of buildings C2, C3, C4, C5, C6, and D2 of the old Quang Trung apartment complex. Local leaders reported that, following the directives of the Party Central Committee, the Prime Minister, the Standing Committee of the Provincial Party Committee, and the Chairman of the Provincial People's Committee, coastal communes and wards have been decisively implementing measures to respond to Typhoon No. 5 with the "four on-the-spot" principle.

After listening to reports and conducting on-site inspections, the Provincial Party Secretary acknowledged and highly appreciated the preparations made by localities to respond to Typhoon No. 5; at the same time, he emphasized that this is a very strong typhoon, predicted to move quickly, with a wide and dangerous scope and intensity of impact on both sea and land, therefore, there must be absolutely no complacency or negligence.

In that spirit, Provincial Party Secretary Nguyen Duc Trung requested that all levels, sectors, and localities strictly implement the directives of the Party Central Committee, the Prime Minister's telegram, and the directives and telegrams from the Standing Committee of the Provincial Party Committee and the Chairman of the Provincial People's Committee regarding the urgent response to Typhoon No. 5.

On the morning of August 24th,Comrade Le Hong Vinh- The Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Head of the Steering Committee for Disaster Prevention, Search and Rescue, and Civil Defense of Nghe An province inspected the response to Typhoon No. 5.

The Chairman of the Provincial People's Committee requested that local Party committees, authorities, and functional forces coordinate closely and resolutely require fishermen to move their boats, rafts, and cages to safe locations. At the same time, aquaculture households need to be guided to reinforce and secure their vessels to minimize damage when the storm hits.

The Chairman of the Provincial People's Committee also noted that, in parallel with ensuring the safety of vessels, it is necessary to focus on protecting the lives of fishermen. Any cases of fishermen deliberately remaining on their boats when a storm approaches must be addressed through public awareness campaigns and urged to evacuate urgently, resolutely preventing any unfortunate incidents from occurring.

In An Chau commune, a densely populated coastal area with approximately 43,000 inhabitants, the Chairman of the Provincial People's Committee, Le Hong Vinh, personally inspected the coastal dike system to assess the current situation and listened to reports on storm preparedness from the Party committee, local government, and residents. This is one of the key areas vulnerable to storm landfall due to its large population and concentration of aquaculture households.

Next, Chairman of the Provincial People's Committee Le Hong Vinh and the delegation inspected the preparations for responding to Typhoon No. 5 in Dien Chau commune (established on the basis of merging Dien Chau town and the communes of Dien Hoa, Dien Phuc, and Ngoc Bich of the former Dien Chau district), one of the most densely populated coastal communes, with approximately 63,000 people living in 42 hamlets.

The company must closely monitor weather developments and the directives of the Provincial Party Committee, the Provincial People's Committee, and the Department of Agriculture and Environment to develop timely flood release plans to ensure the safety of the reservoir and downstream areas.

Next, the provincial delegation inspected the concentrated aquaculture area in Quynh Mai ward. This area has a total area of ​​330 hectares. Of that, the local people are currently raising shrimp on 80 hectares that are nearing harvest time.

Vice Chairman of the Provincial People's Committee Nguyen Van De requested that departments and localities direct aquaculture farmers to harvest their crops early before typhoon No. 5 arrives, in order to minimize damage.

The delegation also inspected the Mo River system, which is responsible for draining water from upstream sources to prevent flooding in aquaculture areas.
