Leaders of Thanh Vinh ward (Nghe An) "went to every alley, knocked on every door", mobilizing people in old apartment buildings to evacuate urgently before storm No. 5 makes landfall.

Faced with the complicated developments of storm No. 5, the authorities of Thanh Vinh ward, Nghe An province have deployed an emergency evacuation plan for more than 1,000 residents living in old, degraded apartment buildings and collective housing areas, to ensure the safety of people's lives.

Talking to reporters of Nghe An Newspaper and Radio and Television, Mr. Nguyen Sy Dieu - Chairman of Thanh Vinh Ward People's Committee said: "Storm No. 5 is considered a strong storm, affecting Nghe An, therefore, evacuating people from weak points and old apartment buildings is a mandatory task that must be done immediately to ensure absolute safety for the people. All people must leave the dangerous area before 7:00 p.m. on August 24".

It is known that Thanh Vinh ward has organized the evacuation of more than 1,000 people. Including residents in buildings C2, C3, C4, C5, C6 and D2 of the old Quang Trung apartment building. In addition, nearly 300 households in old apartment buildings in Cua Nam, Hung Binh, Doi Cung, Le Loi (old) wards... are also forced to leave due to the risk of collapse or flooding when heavy rain and storms occur.

The relocation site for the people was also determined at Lam Giang Hotel in the ward. In addition, households were also arranged to stay temporarily at CT1B apartment building, cultural houses of the blocks as well as encouraged people to stay at the houses of brothers and relatives. The ward government mobilized militia, police and grassroots security teams to support people in moving, while protecting property on the spot.

According to records, on the afternoon of August 24, at Quang Trung apartment buildings, Thanh Vinh ward leaders directly inspected and encouraged each family to evacuate to a safe place. Many residents hurriedly packed their belongings, brought necessary assets to leave their old houses, and moved to a safe temporary shelter before the storm hit.

Despite concerns, most residents agree with the relocation policy. Ms. Dang Thi Lan Anh, who lives in the C4 Quang Trung apartment building, said: “This apartment building has been in disrepair for a long time, with cracked walls and a leaky roof. Hearing that a big storm was coming, when the evacuation notice was announced, my family immediately made arrangements to leave to ensure safety.”

Quang Trung Apartment Building is a symbol of Vinh City (old), built 50 years ago. However, over time, many items have been severely damaged, some rows of houses are in dangerous condition, with the risk of collapsing at any time. People here have lived in insecurity for many years, especially during the rainy and stormy season.

This emergency evacuation is considered an urgent measure to minimize any unfortunate incidents that may occur when storm No. 5 makes landfall. The local government affirmed that it will continue to closely monitor the storm's developments and, at the same time, have a long-term support plan for households that need to be evacuated.
