The proposal is seen as a way to punish Pyongyang for its latest nuclear test and force North Korea to the dialogue table.

Moon reiterated his request for Russia's support for pushing for the UN Security Council to adopt a new resolution during a bilateral summit with his Russian counterpart in the Far Eastern city of Vladivostok, according to Yoon Young-chan, chief press secretary to the South Korean president.

“President Moon said they have to increase the severity of sanctions from the UN Security Council at least to bring North Korea back to the path of dialogue,” Yoon said at a press conference.

“The president has asked Russia for help, noting that at a minimum it is absolutely necessary to cut off oil supplies to North Korea at this time,” he added.

Putin affirmed that his country also condemns North Korea's continued pursuit of nuclear weapons.

“However, I am concerned that cutting off oil supplies to North Korea could harm people being treated in hospitals or other ordinary citizens,” the Russian leader said.
