The military is responsible for transporting delegates to and from the Party Congress.
The General Department of Logistics and Technical Services, Ministry of National Defence, recently held an opening ceremony for a training course for drivers serving to transport delegates attending the 14th National Congress of the Communist Party of Vietnam.
The Department of Motor Vehicles and Transportation was tasked with training drivers to transport delegates to the 14th Party Congress. The aim was to train officials and drivers to clearly define their duties, enhance their political acumen and moral character; maintain vigilance and ensure security and safety; improve their command and control capabilities; coordinate and cooperate; and develop professional technical skills; enabling them to drive in formations that meet the requirements of their assigned tasks.
The training course commenced on January 9th at Brigade 971, Department of Motor Vehicles and Transportation. 275 officers, soldiers, drivers, and mechanics from across the army participated in the training.
The training content included: Regulations ensuring security and safety; military discipline, etiquette, and conduct; command and vehicle operation techniques for commanders; communication and signaling for marching formations; the Road Traffic Law; driving skills and regulations in urban areas with high traffic density and varying weather conditions; driving in convoys with escort vehicles; regulations for officers and drivers performing duties of transporting delegates, etc.

Major General Phung Ngoc Son, Deputy Head and Chief of Staff of the General Department of Logistics and Technical Services, said that the difference in this training content compared to the training for A80 and A50 vehicle drivers is the implementation of training on regulations ensuring security and safety; and training in military discipline, etiquette, and conduct.
The command and control of vehicles by the commander requires trainees to master the regulations for driving in a convoy with an escort vehicle in urban areas with high traffic density; regulations on military discipline, etiquette and conduct; and the command and control of vehicles for the officer in charge.
Major General Phung Ngoc Son requested that officers and instructors uphold a sense of responsibility, impart and exchange knowledge and experience in the best way possible so that trainees can easily understand and grasp the content; strictly maintain the training plan and schedule, correctly implement regulations, strictly maintain all procedures; manage and organize the class according to the established program and plan, ensuring absolute safety of personnel and equipment during the training process.

Trainees need to master the regulations for driving in a mobile convoy with an escort vehicle in high-traffic urban areas; regulations ensuring security and safety; be proficient in vehicle control maneuvers; handle situations effectively while participating in traffic; and regularly inspect, clean, and maintain the vehicle's technical condition to the best possible standard.
Trainees also need to be familiar with military regulations, etiquette, proper forms of address and greetings, and a dedicated and attentive service attitude; and strictly adhere to discipline in speech. After each mission, the forces must promptly learn from their experiences to improve upon the previous one.
Brigade 971 needs to ensure that the vehicles participating in the mission are in good technical condition, the interior of the vehicles is clean, the seats are secure, the bodywork is aesthetically pleasing and free from peeling; ensure that all safety equipment is on board; and ensure good logistical support (food, accommodation, and health for instructors and trainees) for training.

The practical training process for road maneuvering involves maintaining formation and adhering strictly to regulations, with particular emphasis on training in handling situations safely.
The military forces proactively coordinated and collaborated with local traffic police and transport authorities to manage traffic flow and routes in dangerous areas along the training and maneuvering route.
