Military Region 4: Handing over the duties and responsibilities of the Party Secretary and Political Commissar of the Military Region
On the morning of May 12, at the Military Region 4 Command, Senior Lieutenant General Trinh Van Quyet - Secretary of the Party Central Committee, Standing Member of the Central Military Commission, Director of the General Department of Politics of the Vietnam People's Army chaired the conference to hand over the responsibilities and tasks of the Party Committee Secretary and Political Commissar of Military Region 4.
Attending the conference were Lieutenant General Nguyen Trong Binh - Deputy Chief of the General Staff of the Vietnam People's Army; representatives of the Central Military Commission and the Ministry of National Defense.
Pursuant to the Resolution of the Central Military Commission Standing Committee in Official Dispatch No. 3642 dated March 26, 2025 on requesting the Prime Minister to consider and decide to let Lieutenant General Tran Vo Dung - Party Secretary, Political Commissar of Military Region 4 retire.
At the conference, Colonel Pham Van Dong - Standing Member of the Military Region Party Committee, Political Commissar of the Military Region reported and approved the minutes of handover of the positions of Party Committee Secretary and Political Commissar of the Military Region, the tasks that have been performed and the remaining key tasks in 2025.
Accordingly, Lieutenant General Tran Vo Dung - Political Commissar of Military Region 4 handed over the duties and responsibilities of Party Committee Secretary to Lieutenant General Ha Tho Binh - Commander of the Military Region; and handed over the duties and responsibilities of Political Commissar of the Military Region to Major General Doan Xuan Buong - Standing Member of the Party Committee, Deputy Political Commissar of the Military Region.
Speaking at the conference, Senior Lieutenant General Trinh Van Quyet - Director of the General Department of Politics of the Vietnam People's Army highly appreciated the leadership and direction of the Standing Committee of the Party Committee and the Command of Military Region 4; the responsibility of the agencies and units of Military Region 4 for actively and proactively doing well the preparation work, ensuring seriousness, strictness, completeness and specificity for the handover conference.
Congratulating Lieutenant General Tran Vo Dung on completing his duties and tasks and being retired by the State and the Army, Senior Lieutenant General Trinh Van Quyet highly appreciated the process during 42 years of working in the army, Lieutenant General Tran Vo Dung is an exemplary officer of the Army. The results that Military Region 4 has achieved in the past time, including the important contributions and dedication of Lieutenant General Tran Vo Dung, as the person in charge of Party work and political work.
Senior Lieutenant General Trinh Van Quyet hopes that comrade will continue to promote his capacity, flexibly apply his experience in the working process, and continue to have quality contributions so that the Party Committee and the Military Region Command can excellently complete all tasks in the coming time.
Senior Lieutenant General Trinh Van Quyet requested Lieutenant General Ha Tho Binh in his position as Secretary of the Party Committee of Military Region 4 and Major General Doan Xuan Buong As the Political Commissar of Military Region 4, he quickly grasped deeply and thoroughly, together with the Party Committee and the Military Region 4 Command, continued to have new, flexible and quick thinking to well perform the task of strategic advice to the leaders of the Party, State, Central Military Commission, Ministry of National Defense... to well perform the State management work on National Defense in the area.
Emphasizing the position and importance of the Military Region 4 area and the time when the policy of dissolving and merging the administrative apparatus and military agencies at the provincial, district, town and city levels is being implemented, which will have many impacts on the military and defense tasks and the socio-economic situation, the Chief of the General Department of Politics requested Lieutenant General Ha Tho Binh - Party Committee Secretary, Commander of the Military Region and the Standing Committee of the Party Committee and the Military Region 4 Command to focus on proactively studying and doing well the work of organizing forces, building the staff, adjusting the defense combat plan, perfecting the organization and staff of local military agencies...; coordinating smoothly with the Border Guard force, clearly defining the functions and tasks of coordinating with local Party committees and authorities to firmly grasp the area, lead and direct military and defense work, build a solid defense area of the Military Region, associated with economic stability and development, and consolidating a solid "people's hearts and minds position".
Continue to unite, effectively implement the principles of Party building, well direct the Party Congresses at all levels in the Military Region and well prepare for the 12th Military Region Party Congress, term 2025 - 2030, in which, focus on building documents with new issues and put them into practice immediately after the Congress. Build a clean and strong Party organization, a politically strong Military Region armed force, ready to receive and successfully complete all assigned tasks in the new situation./.
