With the aim of creating high unity in thought and action, effectively implementing the Resolutions and Conclusions of the Central Committee, resolutely combating the erroneous views of hostile forces, and proactively correcting and rectifying distorted perceptions among cadres, Party members, and the masses, the Conference focused on thoroughly understanding six topics: Reviewing one year of implementing the Resolution of the 4th Central Committee Conference (11th term) "Some urgent issues concerning Party building today"; Planning for the Central Committee, Politburo, Secretariat, and key leadership positions of the Party and State for the 2016-2021 term and subsequent years; Resolution on "Strengthening and renewing the Party's leadership over mass mobilization work in the new situation"; Resolution on "Proactively responding to climate change and strengthening environmental resource management"; Conclusion on "Continuing to innovate and improve the political system from the central to the grassroots level"; Conclusions on “Receiving public feedback on the draft amendment to the 1992 Constitution” and Conclusions on “Some issues regarding the reform of wage policies, social insurance, preferential allowances for meritorious individuals, and reform orientations until 2020”.
To effectively implement Resolution No. 7 of the Central Committee (11th Congress) at the grassroots level, the Political Department of the Military Region has guided the organization of dissemination and implementation at all levels, requiring: Party committees, political commissars, political officers, commanders, and political agencies at all levels must focus on leading and directing the thorough and serious dissemination and implementation of Resolution No. 7 of the Central Committee (11th Congress) to Party organizations and mass organizations. The study and dissemination of the Resolution and the implementation of the unit's political tasks must be linked to the continued implementation of Resolution No. 4 of the Central Committee (11th Congress) "Some urgent issues concerning Party building today" and the promotion of studying and following the moral example of Ho Chi Minh within their respective agencies and units.
At the conference, authorized by the President and the Minister of National Defense, Major General Vo Van Viet - Secretary of the Party Committee and Political Commissar of the Military Region - presented the Second Class Order of National Defense to the Propaganda Department, Political Department of the Military Region, and Certificates of Merit from the Ministry of National Defense to the collective of the Party Committee Office, the Military Region Command, and Colonel Nguyen Van Hieu, Commander of the Quang Binh Provincial Military Command, and Colonel Nguyen Anh Tuan, Commander of the 414th Engineering Brigade.
