Military Region 4: Training on disaster prevention and control.

(Baonghean.vn) - On the morning of June 2nd, at the 414th Engineering Brigade, the 4th Military Region Command held the opening ceremony of the 2015 training course on disaster prevention and control.

Attending the opening ceremony of the training course were representatives from the Department of Rescue and Disaster Relief of the Ministry of National Defence - the Standing Agency of the Office of the National Steering Committee for Incident Response, Disaster Relief and Search and Rescue.

The training course was attended by 125 comrades, including commanders and staff from various units and schools; the offices of the Disaster Prevention and Control - Search and Rescue Command, the Border Guard Command of 6 provinces; the Military Commands of some key districts in 6 provinces; and the Fire and Rescue Police of Nghe An.

Major General Dang Trong Quan - Deputy Commander, Chief of Staff, and Head of the Organizing Committee of the training course - delivered the opening remarks.

Over the course of three days, trainees will study and research several aspects of the Law on Disaster Prevention and Control No. 33/2013/QH13 dated June 19, 2013, of the 13th National Assembly; Decree No. 66/2014/ND-CP dated July 4, 2014, of the Government; Decision No. 1041/QD-TTg dated June 24, 2014, approving the overall planning scheme for the field of incident response, natural disasters, and search and rescue until 2020; and Decision No. 1061/QD-TTg dated July 1, 2014, of the Prime Minister promulgating the plan for implementing the Law on Disaster Prevention and Control No. 1061/QD-TTg dated July 1, 2014, of the Prime Minister. They will also receive guidance on developing disaster prevention and control - search and rescue plans; documents and key contents of the disaster prevention and control - search and rescue exercise and the exercise on preventing strong storms and superstorms in the area of ​​Military Region 4. Fire prevention and control work in agencies and units; unification of some contents on the management, maintenance, and use of technical equipment and rescue materials; river rescue methods; practical visit to organize river rescue operations and some equipment for responding to building collapses of the 414th Engineering Brigade.

In his opening remarks at the training course, Major General Dang Trong Quan reminded the trainees to overcome difficulties related to weather conditions, concentrate intensely on strictly implementing the program content, achieve good results, and ensure absolute safety.

Following the training, agencies, units, localities, and schools implemented the new content to organize and provide accurate and timely advice to the local Disaster Prevention and Search and Rescue Command Board, and to effectively carry out rescue and relief tasks in 2015 and subsequent years.
