Strictly manage official passports and ordinary passports

The Draft Law has 8 chapters and 52 articles.Add many new points to ensure administrative reform requirements in the field of entry and exit management, create convenience for citizens, as well as apply science and technology in the field of entry and exit management, meet the requirements of socio-economic development, ensure national defense and security.

At the conference, delegates agreed with the necessity of promulgating the Law on Exit and Entry of Vietnamese Citizens, in order to fully, specifically, clearly and transparently regulate cases of restriction of civil rights, procedures for managing exit and entry of citizens and responsibilities of relevant agencies, organizations and individuals.

Regarding the feasibility of the draft Law, many opinions are still concerned about the regulations on cases, time limits, and authority to decide on temporary suspension of exit. The representative of the Nghe An Provincial Bar Association suggested that it is necessary to regulate more strictly the cases of temporary suspension to avoid abuse and exploitation that affect citizens' rights. For cases related to cases under investigation that are found to have signs of violations, of course, they will be temporarily suspended from exit.

Also related to this issue, the representative of the Provincial Police said that for suspects and defendants who have been charged, the strict regulation is to be temporarily suspended from entering and exiting the country, so there is no need to "check and verify that there is sufficient basis to determine that the person has committed a particularly serious violation and that it is necessary to immediately prevent that person from escaping". As for those who have been denounced, petitioned, detained, or temporarily detained who have not been charged, verification is required.

Regarding the issuance of diplomatic and official passports, opinions suggested reviewing regulations on conditions, procedures and processes to ensure strictness, rationality and consideration of subjects who are granted diplomatic and official passports. In particular, it is necessary to clearly regulate the management of individuals using two types of official and diplomatic passports and ordinary passports.

In addition, delegates also recommended clarifying regulations on passport issuance in some special cases such as issuance under simplified procedures, issuance of ordinary passports abroad, shortening the time to ensure requirements, and clarifying regulations on issuing travel documents to ensure management of travel in border areas.
