Market management handled nearly 3,000 cases, collected fines of more than 5.2 billion VND
(Baonghean.vn) - Since the beginning of the year, Nghe An market management force has inspected 3,609 cases; handled a total of 2,992 cases; the estimated value of fines is more than 5.2 billion VND. Of which, administrative fines are 3.2 billion VND; the value of confiscated and destroyed goods is nearly 2 billion VND.
Some of the main violations are smuggling and prohibited goods (149 cases, total fine value: 1,803,317,000 VND); Violations of counterfeit goods and intellectual property rights (46 cases, total fine value of 256 million VND); Violations of commercial fraud (763 cases, total fine value of more than 617 million VND); Other violations in business (1,543 cases, total fine value of 1.478 billion VND); Violations of food safety and hygiene (490 cases, total fine value of more than 1 billion VND).

Typically, on March 30, 2017, Market Management Team No. 1 under Nghe An Market Management Department received information that in Dien Xuan commune, Dien Chau district, a truck with license plate 74C - 023.87 was unloading goods driven by Ha Minh Tien (residing in Ho Xa town, Vinh Linh district, Quang Tri).
Through inspection, 4,200 kg of smuggled mangoes were discovered without invoices or documents. Nghe An Market Management Department decided to impose an administrative fine of 30 million VND and ordered the destruction of all the above-mentioned illegal items according to the law, with an estimated value of 42 million VND.
On April 17, 2017, on the side of National Highway 1A in Quynh Hong commune, Quynh Luu district, Market Management Team No. 4 under Nghe An Market Management Department discovered 7,000 15-day-old chickens and ducks of unknown origin and without quarantine certificates. The team made a record and completed procedures to transfer all the infringing goods to Quynh Luu District Veterinary Station for handling according to the law. The value of the infringing goods is estimated at 140 million VND.
On May 17, 2017, Market Management Team No. 1 - Nghe An Market Management Department coordinated with Dien Chau Traffic Police Station - Nghe An Police to inspect the cargo truck with license plate 34C 147.33 driven by Mr. Truong Ngoc Tuan. Upon inspection, it was discovered that the vehicle contained 1,050 plastic toy guns for children, 702 toys of various types manufactured abroad, without any accompanying invoices or documents. The team issued a decision to impose an administrative fine of 13 million VND and confiscate and destroy all the violating goods. The estimated value of the violating goods is more than 38 million VND.

Although the forces have stepped in to inspect and control the market, in general, the production and trading of counterfeit goods, poor quality goods, goods of unknown origin, banned goods, smuggled goods, and violations of food hygiene and safety still occur in the market, from remote areas to urban areas. Networks, gangs, and major cases of smuggling, counterfeit goods, and commercial fraud in the area have not been eradicated. Although the number of inspections is large, they mainly stop at the form of administrative sanctions, and no major cases have been transferred to the investigation agency for criminal prosecution.
Explaining this problem, the leader of the provincial Market Management Department said that one of the reasons leading to the above situation is that the work of assessing the quality of goods still faces many difficulties in terms of funding, the assessment centers are far away, and the waiting time for the results of the quality assessment to determine the violation is too long, affecting the work of establishing a handling record.
The Market Management Department said that in the coming time, it will focus on directing and urging localities to create clear changes in the fight against counterfeit goods, especially for some key, essential goods that affect people's health./.
