Pay attention to the difficult-to-achieve criteria in building new rural areas.

(Baonghean.vn) -On the afternoon of August 22nd, the Economic and Budget Committee of the Provincial People's Council held a working session with the leaders of Do Luong district regarding the situation of building new rural areas and implementing policies and mechanisms for agriculture issued by the Provincial People's Council. To date, all 32 communes in the district have announced and marked their rural development plans. The district has also approved and directed the implementation of the rural development project linked to accelerating urbanization in the period 2010-2015 and subsequent years at the district level, and the rural development project at the commune level linked to the project for developing production and improving the lives of rural people. In addition, the district has focused on mobilizing all social resources to invest in the construction of essential infrastructure, including rural roads, internal field roads, canals, schools, health stations, electricity, cultural centers, and field improvement... The total investment reached nearly 510 billion VND, of which over 98 billion VND was contributed by the people and 27 billion VND was donated by businesses in the area.

As a result, after two years of implementing the New Rural Development program, the basic criteria have increased in each locality. 100% of communes have met the planning criteria; 5 communes have met 10-15 criteria; 13 communes have met 6-9 criteria; 12 communes have met 4-5 criteria; and 2 communes have met 2 criteria. However, some criteria regarding rural transportation; clean water and sanitation; cultural facilities; schools, etc., are very difficult to achieve. In some localities, the focus has only been on building infrastructure, without paying attention to improving people's income – a core issue of the New Rural Development program.
Regarding agricultural development support policies, currently in Do Luong district, there are 11 supported categories including rice, corn, peanuts, cattle farming, pig farming, and aquaculture. The total amount of support provided in 2012 and the first six months of 2013 was over 3.3 billion VND.
On behalf of the monitoring team, Comrade Vo Viet Thanh requested that Do Luong district continue to make greater efforts to achieve more new rural development criteria, especially focusing on the more difficult ones. He also acknowledged the district's concerns and proposals, and stated that these would be reported to the province for further research and adjustments to accelerate the progress of new rural development and to develop focused agricultural policies based on the province's key crop and livestock groups.
