Focus on resolving issues within the jurisdiction of the Provincial People's Council.

(Baonghean.vn) -On the morning of June 18th, the Standing Committee of the Provincial People's Council held a meeting with the Standing Committees of the People's Councils of districts, cities, and towns. Comrades Nguyen Xuan Son - Member of the Provincial Party Committee Standing Committee, Vice Chairman of the Provincial People's Council; and Tran Van Mao - Member of the Standing Committee of the Provincial People's Council, presided over the meeting.

In the first six months of 2014, the activities of the Standing Committee and the Committees of the Provincial People's Council focused on activities within the functions and authority of the People's Council, with a focus on implementing the National Assembly and Government's plan on the implementation of the 2013 Constitution at the provincial, district, and grassroots levels. Supervision and surveys were conducted in 15 instances related to socio-economic issues; state mechanisms, policies, and laws; and pressing and prominent issues in social life. The Standing Committee and the Committees of the Provincial People's Council handled citizen complaints, denunciations, petitions, and feedback in accordance with the law. They also reviewed issues arising between sessions of the Provincial People's Council, such as the plan for using surplus budget revenue in 2013; the plan for using funds to implement some urgent expenditure tasks in 2014; and the plan for allocating government bond capital for the New Rural Development program. The Standing Committee of the Thanh Chuong District People's Council requests the Provincial People's Council to pay attention to the implementation of resettlement policies for the people.

The representative of the Standing Committee of the Nghia Dan District People's Council raised several issues of concern to voters.

At the conference, 16 out of 20 Standing Committees of the District People's Councils presented proposals on numerous issues requiring the involvement and solutions of the Provincial People's Council. These included the need to increase resources for implementing policies supporting cement for rural development; building schools, especially those meeting national standards; and repairing and upgrading irrigation systems and water supply facilities in mountainous areas. Some delegates suggested that, given the current situation in the East Sea, the Standing Committee of the Provincial People's Council should open an account to allow citizens to express their support and responsibility in protecting the sovereignty of the nation's seas and islands. They also emphasized the need to prioritize policies for investing in marine economic development, supporting the construction of new boats, and building storm shelters for fishermen in coastal areas. The province also needs to address slow-moving projects that have not yet been revoked; and improve the licensing and management of mineral exploitation. The delegates also offered suggestions and additional comments to improve the quality of the upcoming 11th session of the Provincial People's Council.

Comrade Nguyen Xuan Son acknowledged all the heartfelt and responsible opinions of the delegates and promised that the Provincial People's Council would strive to the highest degree to research and resolve each issue within its capabilities and authority. He also requested that the Standing Committee of the District People's Council improve the quality of the mid-year sessions, focusing on question-and-answer sessions, and striving to bring the voices of voters into the assembly hall; implement the 2013 Constitution and the Law on Citizen Reception, effective from July 1, 2014, at their respective levels; and strengthen monitoring and survey activities to promote socio-economic development in each locality.
