Pay attention to dialogue with the people
(Baonghean.vn) – Comrade Le Xuan Dai - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for the implementation of the Grassroots Democracy Regulations emphasized this content at the meeting of the Steering Committee for the implementation of the Grassroots Democracy Regulations (QCDCCS) on the afternoon of January 4.

In 2015, the implementation of the QCDCCS in the province had positive changes. Basically, communes, wards and towns seriously and effectively implemented Decree 34 of the National Assembly Standing Committee, linking the implementation of the QCDCCS with launching emulation movements to welcome party congresses at all levels; at the same time, well organizing public activities for people to know, discuss, decide and supervise.

The whole province has 480/480 communes, wards and towns with People's Inspection Boards and Community Investment Supervision Boards. In addition, the total number of village and hamlet-level conventions that have been supplemented and newly approved is 5,156/5,790. Localities and units have also actively mobilized people to promote internal resources to build new rural areas, so that up to now, the whole province has 114 communes meeting 19/19 criteria.
For administrative agencies and public service units, the implementation of QCDCCS in conjunction with administrative reform has been actively implemented, achieving good results; office culture has made many advances, and the quality of public service activities has been improved. Currently, the whole province has 21/21 districts, cities and towns; 459/480 communes, wards and towns; 23 departments, branches and the provincial People's Committee office implementing the one-stop mechanism. Some departments, branches and 15/21 districts, cities and towns have implemented the "one-stop" mechanism.

Regarding the type of enterprise, in general, state-owned enterprises seriously and effectively implement the QCDCCS. However, for private enterprises in the province, the implementation of the democratic regulations at the workplace is still limited. In addition, during the year, all levels and sectors resolved 446/463 complaints and denunciations under their authority, reaching a rate of more than 96%.
Comrade Le Xuan Dai requested that the standing agency directly collect opinions from members of the Steering Committee to supplement the summary report on the activities of the QCDCS in 2015. 2016 is the year of the 12th National Congress of the Party, the election of National Assembly deputies, and People's Councils at all levels, so the Head of the Provincial Steering Committee for the implementation of the QCDCS requested that it is necessary to promote the role of grassroots democracy work to perform well the election work, especially at the commune level.

In addition, it is necessary to properly implement grassroots democracy regulations in administrative agencies and public service units to effectively perform tasks, including streamlining staff; at the same time, pay more attention to dialogue with the people.
At the meeting, members of the Provincial Steering Committee for the implementation of the QCDCCS voted to propose rewards for 2015 and approved the Steering Committee's work program for 2016./.
