Thoroughly understand the Government's Decrees on the implementation of the 2013 Land Law.
(Baonghean.vn) - On the morning of June 21st, in Vinh City, the Department of Natural Resources and Environment organized a conference to disseminate the Government's Decrees on the implementation of the 2013 Land Law.
Attending the conference were leaders, officials, and civil servants of the Department of Natural Resources and Environment; representatives from provincial departments and agencies; leaders of districts, cities, and towns; and officials from the Department of Natural Resources and Environment and the Land Use Rights Registration Office at the district level. Mr. Bui Sy Dung – Deputy Director of the Policy and Legal Affairs Department, General Department of Land Management, Ministry of Natural Resources and Environment – directly presented the decrees.

The 2013 Land Law, passed by the 13th National Assembly on November 29, 2013, and effective from July 1, 2014, comprises 14 chapters and 212 articles. The 2013 Land Law demonstrates the practical implementation of the 2003 Land Law, based on research into relevant international experiences; in particular, it fully institutionalizes the viewpoints and orientations for reforming land policies and laws in accordance with Resolution No. 19/NQ-TW of the Central Committee of the Communist Party (11th term) and reflects the will and aspirations of the majority of the people.
To ensure the Land Law is implemented effectively and has a profound impact on the country's politics, economy, society, and environment, the Government has issued Decree No. 43/2014/ND-CP detailing the implementation of several articles of the Land Law; Decree No. 44/2014/ND-CP on land prices; and Decree No. 47/2014/ND-CP regulating compensation, support, and resettlement when the State recovers land.

At the conference, delegates heard Mr. Bui Sy Dung present the basic contents of three Government Decrees on the implementation of the 2013 Land Law. This included emphasizing the regulations on the authority and responsibilities of agencies performing tasks related to land; the principle that land planning and use must be consistent with sectoral and field planning; ensuring the linkage of specific planning of each locality and regional linkages, and ensuring sustainable development. Land management depends on the annual land use plan that has been developed. General regulations on the registration and granting of land use rights and assets on land, as well as specific cases and certification of assets on land, were also discussed. The conference also allocated time to answer questions and address concerns that delegates attending the training had or wished to learn more about.
The conference will continue until tomorrow (June 22nd).
