Implementing some policies on Population and Family Planning

(Baonghean.vn) - On the afternoon of September 14th in Vinh City, the Provincial People's Committee held a conference to disseminate Resolution No. 170/2015/NQ-HĐND dated July 10, 2015, of the Provincial People's Council and Decision No. 43/QD-UBND dated August 21, 2015, of the Provincial People's Committee, stipulating a number of population and family planning policies in the province, and to implement key contents of population and family planning work in the coming period.

Comrade Dinh Thi Le Thanh - Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee - chaired the meeting.

Attending the conference were representatives from the leadership of departments, agencies, and organizations; members of the Provincial Steering Committee for Population and Family Planning; leaders of district, city, and town People's Committees; and Population and Family Planning Centers throughout the province.

Over the years, our province has always paid attention to population work, considering it an important part of the province's socio-economic development strategy.

Despite significant progress, population and family planning work is still not truly stable and has not achieved the replacement fertility rate as targeted. The large population size (ranking 4th nationwide); high total fertility rate, placing it among the top 10 provinces with the highest fertility rates in the country; high birth rates and rates of having a third child or more; and alarming levels of gender imbalance and population aging are major challenges…

Comrade Bui Dinh Long - Director of the Department of Health, briefed on some key contents of Resolution 170 of the Provincial People's Council and Decision 43 of the Provincial People's Committee regulating some population and family planning policies in the province.

The implementation of population and family planning policies still faces many limitations: the number of people violating population and family planning policies in recent years remains high, especially the situation of cadres, Party members, and teachers having a third child or more, which still occurs in many localities, negatively impacting the movement to mobilize the people to implement population and family planning policies. In some places, handling violations is still hesitant, untimely, and shows signs of leniency and lacks deterrent effect… Therefore, the implementation of Resolution 170 of the Provincial People's Council and Decision 43 of the Provincial People's Committee is very necessary and appropriate to the actual situation and the tasks of population and family planning work in the new period.

Comrade Le Thi Hoai Chung - Head of the Population and Family Planning Sub-Department - outlined some key aspects of population and family planning work in the coming period.

According to the plan, Resolution 170 of the Provincial People's Council and Decision 43 of the Provincial People's Committee will take effect from January 1, 2016. Notably, the reward levels for communes, wards, and towns with no one having a third child or more will be increased annually. Along with this, the handling of violations will also be revised, with penalties increased or decreased depending on the current situation.

Concluding the meeting, Ms. Dinh Thi Le Thanh, Vice Chairman of the Provincial People's Committee, requested that localities closely monitor their areas and implement various forms of propaganda to reach each household, so that people better understand the significance of population and family planning policies for local development. In particular, for the policy to achieve its objectives, those working in population affairs must uphold a high sense of responsibility, contribute many accurate and practical opinions and effective solutions to concretize decisions, thereby directing and implementing them effectively in all sectors and localities. Following this conference, relevant departments and agencies are requested to incorporate the feedback to direct, supervise, and inspect population and family planning work throughout the province in the coming period to achieve the highest possible effectiveness.
