(Baonghean) - In 2013, Que Phong district celebrated its 50th anniversary, a significant milestone in overcoming difficulties and challenges to achieve its set goals. Que Phong's economic performance continued to grow significantly, with improved per capita income and a shift in the economic structure towards the right direction. The district's overall economic growth rate reached 27%, with agriculture, forestry, and fisheries increasing by 4.16%, industry and handicrafts by 9.33%, and services by 10.71%; per capita income increased by 8.9%, reaching 9.22 million VND/person/year; the proportion of agriculture, forestry, and fisheries in the economic structure decreased from 50.2% to 47.5%, while industry, handicrafts, and services increased from 49.8% to 52.5%.

Food production has seen positive changes, with the area planted with wet rice reaching 4,394 hectares and a food production of 22,974 tons. The production of vegetables, legumes, and industrial crops remained stable. Industrial crops such as sugarcane, peanuts, passion fruit, and specialty upland melons were widely cultivated. In particular, the district expanded the sugarcane growing area to Chau Kim and Tri Le communes; developed models and expanded the area for passion fruit cultivation in Tri Le, Nam Nhoong, and Nam Giai communes... Livestock farming received proper investment, focusing on supporting the development of cattle, pigs, and fish for the people; simultaneously, cage fish farming and fish stocking were implemented in the Hua Na hydroelectric reservoir, and a new gecko farming model was established in Thong Thu commune,... As a result, the total cattle herd increased by 1.5%, pigs by 6.5%, and goats by 71.6% compared to 2012.

Forestry development is one of Que Phong's strengths, with a focus on forest conservation, protection, care, and reforestation. The district concentrates on controlling, protecting, and preventing illegal logging, transportation, and use of forest products, preventing forest fires, and ensuring proper land allocation. The area of ​​newly planted forests has increased, with a focus on rubber plantations. The forest cover rate is 76.3% of the natural area. Currently, the district has 55,000 hectares of forest land supported by the state budget with a capital of 7.8 billion VND. In 2013, 450 hectares of new forest were planted (exceeding the plan by 12.5%), 2,000 hectares of forest were cared for, and over 143,000 hectares of various types of forests were protected and conserved.

As a mountainous district, Que Phong faced numerous challenges in implementing the National Target Program for New Rural Development. However, the district focused on decisive leadership, integrating resources, and effectively implementing planning, constructing concrete rural roads, consolidating land plots, mechanizing agriculture, and investing in supporting the people in production development. It also gradually raised awareness and understanding among officials, Party members, and the general public regarding land donation for road construction, contributions, and resource mobilization. In the New Rural Development program, Que Phong selected two pilot communes, Que Son and Muong Ngoc, and focused on land consolidation in Tien Phong commune. The district effectively implemented the mechanization policy and supported agricultural development through loans from the Social Policy Bank to purchase 55 multi-functional plows, bringing mechanization to the fields.

For the industrial and handicraft sectors, the district focuses on building and developing craft villages, producing local materials (stone, sand, gravel, non-fired bricks), painting and welding, producing civil carpentry, handicrafts, and processing products from forest by-products, etc., in order to attract labor, create more jobs, and increase income for workers. The Na Khuu handicraft zone continues to receive state investment support, and is currently carrying out land clearance and construction of the power supply system. Along with support for brocade weaving equipment, non-fired brick production lines, machinery and workshops for processing toothpicks and incense, the district cooperates with vocational schools to continue training, testing, and improving the skills of workers. In 2013, the number of individual businesses, cooperatives, and enterprises in the area, despite facing many difficulties, still maintained and showed growth. Currently, there are 60 enterprises in the area (an increase of 5 enterprises compared to 2012); and 16 cooperatives (an increase of 5 cooperatives). 674 households engaged in self-employment (an increase of 86 households).

Over the past period, with the attention and support of the State as well as domestic and foreign organizations, Que Phong has done well in investing in infrastructure, especially for projects under Program 30a, Program 135, and projects commemorating the 50th anniversary of the district's establishment... The projects were constructed by contractors in a timely manner, ensuring progress and quality, especially at key projects such as: Kim Son Town waste treatment site, Kim Son Town clean water plant, Kim Son Town drainage system, Truong Banh irrigation system... Acceptance and payment procedures ensured sufficient volume and on schedule.

In the management of natural resources and the environment, the district promptly carried out the 2013 land statistics as required. As a district rich in natural resources and minerals, it has paid attention to state management and has organized inspections, raids, and expulsions of those illegally exploiting minerals (gold) in Cam Muon and Quang Phong communes. The fields of science and technology, education and training, health, labor and employment, information, and sports have seen many positive changes; social welfare has been given attention and implemented effectively. National defense and security have been maintained and ensured stability. These results provide a solid foundation for Que Phong district to inherit, develop, and continue its socio-economic development in the future.

In 2014, Que Phong continued to improve its investment environment, effectively mobilize and utilize resources, promote stable production and business development, and strive to achieve socio-economic, national defense and security goals, as well as the 2011-2015 five-year socio-economic development plan. To achieve these goals, the district implemented economic restructuring, focusing on restructuring public investment and production, concentrating on key sectors and flagship products linked to the application of technology in production. The district aimed for economic growth (under its management) of 7.5-8.0%, increased per capita income, and a positive and properly oriented shift in the economic structure; it also focused on decisively implementing administrative reform, coupled with improving the responsibility and capacity of officials at all levels and the quality of human resources. Furthermore, it implemented comprehensive solutions to mobilize, seek, and effectively utilize resources and investment capital.

Creating favorable conditions and providing support for businesses, cooperatives, and individual business households in the district to develop according to the district's orientation, linked with attracting investment and increasing state budget revenue. Strengthening guidance on the effective implementation of the policy of socializing the fields of culture, society, health, and education. Reviewing and evaluating the effectiveness of completed projects and investment tasks to expedite project completion, prioritizing the allocation of capital for ongoing projects to be completed early and put into operation; reviewing and proposing the policy and allocation of investment capital for truly urgent and necessary projects according to State regulations in the current period. In addition, effectively implementing social security policies and addressing pressing social issues to improve the quality of life, such as: policies for war veterans and social welfare; policies to create jobs and alleviate poverty; policies to support production and livelihoods for the poor; social security credit policy...

2013 has ended, and the new year 2014 promises many good things.
