The National Assembly set a growth target of 10% or more for 2026, with GDP per capita reaching about 5,400-5,500 USD.
On the morning of November 13, at the 10th Session, the 15th National Assembly voted to pass the Resolution on the socio-economic development plan for 2026 with 429/433 National Assembly deputies present in favor, reaching 99.07%.

The year 2026 is of great significance, entering the era of national development, prosperity and wealth.
According to the Resolution, 2026 is an important year, hosting the 14th National Party Congress, organizing the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, and is the first year of implementing the 5-year Socio-Economic Development Plan 2026-2030, entering the era of national development and prosperity.
On that basis, the National Assembly "finalized" 15 targets for socio-economic development; in which, the growth rate of gross domestic product (GDP) strives to be 10% or more; GDP per capita reaches about 5,400-5,500 US dollars (USD).

The proportion of processing and manufacturing industry in GDP reached about 24.96%. The average growth rate of the consumer price index (CPI) was about 4.5%.
The average growth rate of social labor productivity is about 8.5%. The proportion of agricultural labor in the total social labor force is 25.3%.
The rate of workers with degrees and certificates is about 29.5%. The unemployment rate among working age in urban areas is below 4%.
The poverty rate (according to the multidimensional poverty standard) decreased by 1-1.5 percentage points. The number of doctors per 10,000 people reached about 15.3 doctors. The number of hospital beds per 10,000 people reached 34.7 beds. The rate of health insurance participation reached 95.5%.

The rate of communes meeting new rural standards (according to the National Criteria for new rural areas at all levels for the 2026-2030 period) is at least 15%.
The rate of collection and treatment of urban solid waste meeting standards and regulations is 95%. The rate of industrial parks and export processing zones in operation with centralized wastewater treatment systems meeting environmental standards is 95%.
Growth associated with maintaining macroeconomic stability

To achieve the above targets, the National Assembly agreed on 11 tasks and solutions; the first focus is to continue to prioritize promoting growth associated with maintaining macroeconomic stability, controlling inflation and ensuring major balances of the economy, public debt, and state budget deficit within prescribed limits.

Along with that, the Government needs to focus on synchronously perfecting institutions and laws, strongly innovating thinking, promoting strategic breakthroughs, creating a new development ecosystem, improving the effectiveness of law enforcement; promoting the reduction and simplification of administrative procedures, improving the investment and business environment, liberating productivity; tightening discipline and order, further promoting the work of preventing and combating corruption and negativity.

The Resolution also emphasizes the task of continuing to focus on perfecting regulations on the organization of the state administrative apparatus and perfecting the management and operation apparatus to serve development.
In particular, establishing a new growth model, restructuring the economy, promoting industrialization and modernization, taking science and technology, innovation and digital transformation as the main driving force.
The National Assembly also emphasized the task of focusing on investment in construction, ensuring the progress of synchronous, modern, smart, and nationally and internationally connected strategic infrastructure projects, especially key transport projects, railway systems, international airport systems, seaport systems, and energy infrastructure; promoting the development of inter-regional projects and large urban infrastructure, digital transformation infrastructure; and adjusting planning to suit the new context.
Along with that is promoting the development of modern, high-quality human resources in priority, emerging, high-tech industries and fields; creating breakthrough mechanisms to strongly promote scientific and technological research, innovation and digital transformation.
Invest in developing cultural industry, achieving social progress and equity, improving people's material and spiritual life and health.
Effectively manage and use resources; proactively respond to climate change and prevent and combat natural disasters; protect the environment, limit pollution; harmoniously resolve the relationship between economic development and environmental protection, and achieve sustainable development goals.

Strengthening and enhancing national defense, ensuring national security, maintaining social order and safety, creating a peaceful and stable environment for national development and international integration. Promoting breakthroughs in the development of defense and security industries, autonomy, self-reliance, self-reliance, dual-use, and modernity.
Regarding foreign affairs, the National Assembly requested to promote the synchronous, effective and comprehensive implementation of foreign affairs and international integration; promote economic diplomacy, focusing on technological diplomacy; promote multilateral diplomacy, proactively and actively participate in shaping, leading and building rules of the game in global governance and solving common world problems.
Be more proactive in information and propaganda work, create motivation, inspiration, and encourage innovation; improve the effectiveness of mass mobilization work, and create social consensus.
