National Assembly finalizes regulation that traffic violators will have their driving license points deducted
The National Assembly stipulates that each driving license will have 12 points. The number of points deducted for each violation depends on the nature and severity of the violation of road traffic safety laws.
On the morning of June 27, the 7th Session of the 15th National Assembly worked at Dien Hong Hall, National Assembly House. Comrade Tran Thanh Man - Politburo member, Chairman of the National Assembly chaired.

Under the direction of Senior Lieutenant General Tran Quang Phuong - Member of the Party Central Committee, Vice Chairman of the National Assembly, the National Assembly voted to pass the Law on Road Traffic Order and Safety with 388/450 total National Assembly deputies participating in the vote in favor, reaching 79.84%.
The Law on Road Traffic Order and Safety consists of 9 chapters and 89 articles, regulating rules, vehicles, road traffic participants, command, control, patrol, control, handling of road traffic accidents, state management responsibilities and responsibilities of agencies, organizations and individuals related to road traffic order and safety.

In particular, the Law stipulates more than 27 prohibited acts such as: Driving a motor vehicle on the road without a driving license as prescribed; Driving a specialized motorbike on the road without a driving license or a certificate of training in road traffic law, a license or certificate for driving a specialized motorbike; Driving a vehicle on the road with alcohol concentration in the blood or breath; Driving a vehicle on the road with drugs or other stimulants prohibited by law.

In particular, for the first time in our country, driving license points have been legalized. Specifically, according to the provisions of the Law on Road Traffic Order and Safety, driving license points are used to manage the compliance with the law on road traffic order and safety of drivers on the database system on road traffic order and safety, including 12 points.
The number of points deducted for each violation depends on the nature and severity of the violation of road traffic safety laws. Data on the driving license deduction points of the violator will be updated into the database system immediately after the penalty decision comes into effect and the person whose driving license points are deducted will be notified.

A driver's license is reinstated with all 12 points remaining if all points have not been deducted and no points have been deducted within 12 months from the date of the most recent point deduction.
In case all points are deducted from a driver's license, the licensee must participate in a test of knowledge of road traffic law and order organized by the Traffic Police force according to regulations of the Minister of Public Security. If the result is satisfactory, the full 12 points will be restored.
A newly exchanged, reissued, or upgraded driver's license retains the same number of points as the driver's license before the exchange, reissue, or upgrade.
The person with authority to impose administrative sanctions has the authority to deduct points from the driver's license.


Also this morning, the National Assembly discussed in the hall the draft Law on People's Air Defense; and the use of the general reserve of the Medium-term Public Investment Plan of the central budget for the period 2021-2025 corresponding to the source of increased central budget revenue in 2023 for public investment projects.
